新就业人员住房保障制度研究

【摘要】：我国从20世纪80年代开始构建住房保障体系,随着小康社会的建设,住房保障体系稳步有序向前发展。党的十八大会议的召开,提出实现“住房保障体系基本形成,实现住有所居”的目标,为全面建设小康社会提出了新的要求。现实中,新就业人员在大城市里承担着沉重的住房压力,生存权和发展权面临着挤压和挑战,新就业人员的住房保障制度的目标,就是协助新就业人员度过难关。作为我国住房保障制度的其中一个组成部分,新就业人员住房保障制度的推进,是实现全面建设小康社会的重要举措,具有完善我国城镇住房保障制度、促进传统住房观念从“居有其权”向“居有其屋”转变、以及推进社会福利系统健全的重要意义。文章从社会环境,经济环境,政策法制环境等方面论证了新就业人员住房保障制度推进的可行性,认为该制度的完善顺应了社会发展的需要,并进一步从理想状态出发,概括新就业人员住房保障制度所涵盖的基本内容。然而由于新就业人员住房保障制度的现状中存在诸多阻碍因素,如现有法律保障的缺失、公租房管理机制的缺乏、适足房源供应不足、政府财政压力大等,对于该制度的设计应当趋利避害。文章的最后对新就业人员住房保障制度的完善进行研究,通过加快住房保障体系建设,转变社会力量参与模式,完善多样化的新就业人员住房保障方式,建立新就业人员信息管理和共享制度,完善建设及配套制度,规范私人房屋租赁市场运行等,多管齐下,推进新就业人员住房保障制度的完善。
[Abstract]:Our country began to construct the housing security system in the 1980s. With the construction of the well-off society, the housing security system developed steadily and orderly.The meeting of the 18th National Congress of the Party puts forward the goal of realizing the basic formation of the housing security system and the realization of living in a house, and puts forward new requirements for the construction of a well-off society in an all-round way.In reality, the new employed people bear the heavy housing pressure in the big cities, and the rights to survival and development are being squeezed and challenged. The goal of the new employment housing security system is to assist the new employed people to tide over the difficulties.As one of the components of the housing security system in our country, the promotion of the housing security system for the new employed personnel is an important measure to realize the overall construction of a well-off society, with the aim of perfecting the housing security system in cities and towns in our country.It is important to promote the change of traditional housing concept from "right of residence" to "home ownership", and to promote the health of social welfare system.This paper demonstrates the feasibility of advancing the housing security system for new employed personnel from the aspects of social environment, economic environment, policy and legal environment, and thinks that the perfection of the system conforms to the needs of social development and proceeds from the ideal state.Generalize the basic content of housing security system of new employment personnel.However, there are many obstacles in the current situation of housing security system for new employees, such as the lack of existing legal protection, the lack of management mechanism of public rental housing, the insufficient supply of adequate housing, the heavy financial pressure of the government, and so on.The design of the system should seek advantages and avoid disadvantages.At the end of the article, the author studies the improvement of the housing security system for the new employed personnel. By speeding up the construction of the housing security system, changing the mode of participation of social forces, and perfecting the diversified housing security methods of the new employed personnel,We should establish the information management and sharing system for the new employed personnel, perfect the construction and supporting system, standardize the operation of the private housing rental market, and push forward the perfection of the housing security system for the new employed personnel.
