泰州市城市管理行政执法的问题与对策

【摘要】：自2004年相对集中行政处罚权以来,泰州市城市管理行政执法工作取得了一定的成效。但随着改革的不断深入,由于受体制不畅、社会负面舆论以及自身内部建设不够等因素的影响,目前行政执法步入了“瓶颈”期。党的十八届三中全会明确提出了“理顺城管体制,提高执法和服务水平”的要求。因此,深入研究泰州市城市管理行政执法的问题与对策有着非常重要的理论意义和现实意义。本文以泰州市城市管理行政执法为研究对象,对其现状进行了概括、阐述和分析,努力探求新的体制调整前后,泰州市城市管理行政执法工作该如何走出执法“瓶颈”。本研究包括五个部分：第一章导论主要介绍研究背景、方法、意义、创新设计、国内外研究情况的比较以及相关概念的界定；第二章通过职能定位、模式选择以及取得的实绩等对泰州市城市管理行政执法现状进行了描述；第三章通过实际的工作积累、走访和问卷调查厘清泰州市城市管理行政执法工作的问题及原因；第四章基于国内、外其他城市的经验借鉴为优化泰州市城市管理行政执法对策提供支持；第五章从泰州市城市管理行政执法工作的实际出发,从增强综合执法的合力、加快“百姓城管”品牌建设、加大执法队伍建设力度、创新完善执法管理机制等层面探究行之有效的对策,为泰州市城市管理行政执法开创新局面提供参考。
[Abstract]:Since 2004, Taizhou city administrative law enforcement has made some achievements.However, with the deepening of the reform, due to the system is not smooth, social negative public opinion and its own internal construction is not enough and other factors, the current administrative law enforcement has entered the "bottleneck" period.The third Plenary session of the 18th CPC Central Committee clearly put forward the requirement of "straightening out the urban management system and improving the level of law enforcement and service".Therefore, it is of great theoretical and practical significance to study the problems and countermeasures of Taizhou city administration law enforcement.This article takes Taizhou city management administration law enforcement as the research object, has carried on the summary to its present situation, elaborated and analyzed, diligently sought before and after the new system adjustment, Taizhou city management administration law enforcement work should walk out of the law enforcement "bottleneck".This research includes five parts: the first chapter introduces the research background, methods, significance, innovative design, the comparison of domestic and foreign research situation and the definition of related concepts.The model selection and achievements of Taizhou city management administrative law enforcement status are described in the third chapter through the actual work accumulation visit and questionnaire survey to clarify the problems and reasons of Taizhou city management administrative law enforcement;The fourth chapter is based on the experience of other cities at home and abroad to provide support for the optimization of Taizhou city management administrative law enforcement countermeasures. Chapter five from the reality of Taizhou city management administrative law enforcement work, from the strengthening of the resultant force of comprehensive law enforcement.Speeding up the brand construction of "common urban management", strengthening the construction of law enforcement team, innovating and perfecting the law enforcement management mechanism and so on, exploring the effective countermeasures, providing a reference for Taizhou city management administrative law enforcement to create a new situation.
