我国央地事权细化的法治对策——从粮食事权引发的思考

【摘要】：央地事权划分已经成为我国未来央地关系中的必行趋势。在粮食行政领域的央地事权粮食职责为我国央地事权划分提供了相应的样板与可鉴经验。目前事权划分的法定性、事权与其他权力的匹配以及事权细化的现实障碍造就了事权细化的制度与现实困境。全面推进依法治国的改革精神要求重新审视上述诸项障碍,多管齐下。
[Abstract]:The division of administrative power has become a necessary trend in the future of the relationship between central and local authorities in China. The grain responsibility in the field of grain administration provides the corresponding model and experience for the division of the central administrative power in China. At present, the legal nature of the division of administrative power, the matching between the administrative power and other powers, and the practical obstacles to the refinement of the administrative power have created the system and practical dilemma of the power refinement. The reform spirit of advancing the rule of law in an all-round way requires a reexamination of the above obstacles and a multi-pronged approach.
