福建省法治建设测评指标体系的优化研究

【摘要】：党的十八大报告和习近平总书记的一系列讲话都特别强调：要全面推进法治中国建设。为此,福建省在推进法治建设的过程中提出了有针对性的具体解决方案,研究制定了有能够量化的测评指标体系。本文根据福建省近15年来推动依法治省做法和经验,针对福建省法治建设测评指标体系在应用过程中进行的研究,对管理者开展福建省法治建设做出有意义的探讨和建议。本文主要内容有六个部分。第一部分：简单介绍了本文的选题背景、研究意义、国内外的研究综述、以及研究内容、方法、思路等,阐述了研究法治建设测评指标体系的意义。第二部分：对本文研究过程中相关概念进行界定,并阐述了本文所涉及的理论基础,包括绩效管理理论、目标管理理论、系统管理理论等。第三部分：主要研究福建省法治建设测评指标体系的概况。综合运用文献法、调查法和层次分析法等方法,对法治建设考核测评指标体系的内涵进行深入研究,并在征求专家意见后,对法治建设考核测评指标体系制定背景、意义、基本内容、具体指标进行了具体说明,从而确保指标体系研究的可操作性。第四部分：对福建省法治建设测评指标体系的运行现状进行分析,通过评述功能定位和取得的成绩说明运行法治建设测评指标体系的必要性,分析了当前存在的主要问题。研究表明：当前法治建设测评指标体系运行状况是比较好的,但是由于时代在变,新时期新形势下,某些指标已经不符合当前经济和社会发展现状,需要做出相应的调整。第五部分：分析福建省法治建设考核测评指标体系运行过程中存在的问题,从基层实际执行情况、指标落实可操作性、上级最新精神、、科学量化指标设计等方面进行了原因探析。第六部分：提出完善福建省法治建设测评指标体系的建议,从宏观和微观两方面,全面兼顾法治政府的各项要求,积极寻找和建立一个较为客观、能为人们认可与接受的衡量标准,作出恰当的评估和准确的定位,从而对我省法治建设进程作出科学判断。
[Abstract]:The report of the 18th National Congress of the Party and a series of speeches by General Secretary Xi Jinping all stressed the need to promote the rule of law in an all-round way. Therefore, in the process of promoting the construction of the rule of law in Fujian Province, a specific solution is put forward, and a quantitative evaluation index system is developed. Based on the practice and experience of promoting the rule of law in Fujian Province in the past 15 years, this paper makes a meaningful discussion and suggestion to the managers of Fujian Province on the construction of the rule of law in Fujian Province. In view of the research on the evaluation index system of the construction of the rule of law in Fujian Province in the process of application. There are six parts in this paper. The first part briefly introduces the background of this paper, the significance of the research, the domestic and foreign research review, as well as the research content, methods, ideas and so on, and expounds the significance of the research on the evaluation index system of the construction of the rule of law. The second part defines the relevant concepts in the course of this study, and expounds the theoretical basis of this paper, including performance management theory, objective management theory, system management theory and so on. The third part: mainly studies the general situation of Fujian Province rule of law construction evaluation index system. By using the methods of literature, investigation and analytic hierarchy process, this paper makes a deep study on the connotation of the evaluation index system for the construction of rule of law, and after consulting the experts, makes the background and significance of the evaluation index system for the assessment of the construction of the rule of law. The basic contents and specific indicators are explained to ensure the maneuverability of the study of the index system. The fourth part analyzes the current situation of the evaluation index system of the construction of the rule of law in Fujian Province, explains the necessity of running the evaluation index system of the construction of the rule of law by commenting on the function orientation and the achievements obtained, and analyzes the main problems existing at present. The research shows that the evaluation index system of the construction of rule of law is running well, but because of the changing times and the new situation in the new period, some indicators have not been in line with the current economic and social development situation, so it is necessary to make corresponding adjustments. The fifth part: analyzes the problems existing in the evaluation and evaluation index system of Fujian rule of law construction, from the actual implementation at the grass-roots level, the implementation of the indicators can be operated. The latest spirit of the higher level, scientific quantitative index design and other aspects of the reasons for the analysis. The sixth part: put forward the suggestion of perfecting the evaluation index system of Fujian rule of law construction, from the macro and micro aspects, give consideration to the requirements of the rule of law government, actively seek and establish a more objective, It can make a scientific judgment on the process of the construction of the rule of law in our province by making a proper evaluation and accurate positioning for the standard of measurement that people recognize and accept.
