在新发展理念下依法治理民族事务

【摘要】：党的十八届五中全会提出了新发展理念。在新发展理念的背景下,依法治理民族事务的内涵是广大人民群众在党的领导下,立足发展、问题、创新、协调、绿色、开放、共享等基本理念,依照宪法和法律的规定,通过各种法律手段、途径和形式,运用法治思维和法治方式,解决民族关系公共事务问题,逐步实现民族事务治理法治化以及民族关系科学发展的创造性活动;依法治理民族事务的重点是在依法治理民族事务的进程中贯彻新发展理念;依法治理民族事务的难点是厘清民族事务与依法治理的关系以及依法治国与依法治理民族事务的关系;依法治理民族事务的根本是用法治思维和方式来做好民族工作,用法律来保障民族团结,用民族事务治理法治化来促进民族关系的科学发展。
[Abstract]:The Fifth Plenary session of the 18th CPC Central Committee put forward a new concept of development. Against the background of the new concept of development, the connotation of managing ethnic affairs according to law is that the broad masses of the people, under the leadership of the Party, are based on the basic concepts of development, problems, innovation, coordination, green, openness, sharing, and so on, in accordance with the provisions of the Constitution and the law. Through various legal means, ways and forms, the use of the rule of law thinking and the rule of law, to solve the national relations of public affairs, gradually realize the governance of national affairs and the scientific development of ethnic relations creative activities; The emphasis of governing ethnic affairs according to law is to carry out the new concept of development in the process of governing ethnic affairs according to law; The difficulty of governing ethnic affairs according to law is to clarify the relationship between national affairs and governing by law, and the relationship between governing the country according to law and governing ethnic affairs according to law. To protect national unity by law and to promote the scientific development of ethnic relations by governing ethnic affairs by law.
