法治创新:建设云南桥头堡滇中产业聚集区的制度保障

【摘要】：法治创新是建设云南桥头堡滇中产业聚集区的制度保障。云南桥头堡滇中产业聚集区建设涉及投资、金融、生态、城乡建设一体化、法律等多个领域,其中最核心的是建设一个国际的、开放的、法治的营商环境,为云南桥头堡滇中产业聚集区发展提供制度保障。要按照中央要求,在建设云南桥头堡滇中产业聚集区的过程中,解放思想,先行先试,开拓创新,形成产业聚集区建设的体制机制优势和政策优势。在法制创新过程中需重点把握:法治建设要敢于突破既有规则,法治建设要与国家战略对接,地方立法要有所作为,要完善现有行政管理体制,注重建立公平、高效的争端解决机制。
[Abstract]:The innovation of rule of law is the system guarantee of constructing Yunnan bridgehead central Yunnan industrial agglomeration area. The construction of the Qiaotoubao central Yunnan industrial agglomeration area involves investment, finance, ecology, integration of urban and rural construction, law, and so on. The core of which is to build an international, open and legal business environment. It provides system guarantee for the development of Yunnan bridgehead central Yunnan industrial agglomeration area. In accordance with the requirements of the central government, we should emancipate the mind, try first, open up and innovate in the process of building the industrial gathering area in the middle of Yunnan bridgehead, and form the advantage of system, mechanism and policy in the construction of the industrial gathering area. In the process of legal innovation, we should focus on the following aspects: the construction of the rule of law should dare to break through the existing rules, the construction of the rule of law should be connected with the national strategy, the local legislation should do something, the existing administrative management system should be perfected, and the fairness should be established.
