东盟与中国食用农产品法规和标准比较研究

【摘要】:随着中国-东盟自由贸易区的进一步深化、东盟和中国农产品贸易互补性的提升,双方的食用农产品贸易量逐年快速增长。但由于东盟与中国的食用农产品法规和标准等存在着差别,导致双方在农产品贸易中出现或者存在潜在的贸易壁垒。本文在梳理东盟主要农产品贸易国和中国的食用农产品法规和标准的基础上,重点对比分析了东盟与中国的食用农产品基本法、食用农产品安全标准和食用农产品质量标准,进而得出东盟与中国在食用农产品法规和标准上存在差异,并且这些差异逐渐成为制约东盟和中国农产品贸易的潜在重要影响因素等结论,并就削弱贸易壁垒、进一步促进中国-东盟农产品贸易提出了对策及建议。
[Abstract]:With the further deepening of China-ASEAN Free Trade area and the enhancement of agricultural trade complementarity between ASEAN and China, the trade volume of edible agricultural products between ASEAN and China is increasing rapidly year by year. However, due to the differences between ASEAN and China in the regulations and standards of edible agricultural products, there are potential barriers to trade in agricultural products between ASEAN and China. On the basis of combing the laws and standards of the main agricultural products trading countries of ASEAN and China, the basic law of edible agricultural products, the safety standards of edible agricultural products and the quality standards of edible agricultural products of ASEAN and China are compared and analyzed in this paper. Then we draw the conclusion that there are differences between ASEAN and China in the regulations and standards of edible agricultural products, and these differences gradually become the potential important factors restricting ASEAN and China's agricultural trade, and weaken trade barriers. Further promote China-ASEAN trade in agricultural products put forward countermeasures and suggestions.
