运城市盐湖区保障性住房居民居住满意度研究

【摘要】：保障性住房建设是民生工作的重中之重,住房保障已成为政府和民众关注的热点问题。多年来,我国的保障性住房侧重于供给数量而忽视了保障人群的效用。政策是否真正落实,最有发言权的当属保障性住房的住户,而住户的满意度直接体现了保障性住房的效用。跃居三线城市的运城市,近年来城市建设不断完善,保障性住房建设也越来越受到人们的关注。通过对运城市盐湖区保障性住房居民满意度进行研究,可以了解当地保障性住房居民居住的实际现状,倾听他们的真实想法。既有利于促进顾客满意度在公共住房领域的理论研究,同时也为政府真正“施惠于民”,为当地后续保障性住房建设与发展提供客观依据。本文在研究国内外顾客满意度、居住满意度情况的基础上,结合运城市盐湖区的实际情况,不同于一般住房满意度测评体系,加入了关于对政策评价的部分,以问卷调查法和熵值法为主要分析方法,综合运用Excel,SPSS,MATLAB三种计算方法,通过对盐湖区部分保障性住房小区进行实地问卷调查,建立了符合运城市盐湖区实际情况的保障性住房住户居住满意度评价体系。通过分析,得出以下结论:第一,运城市盐湖区保障性住房居住满意度指数为66.22,达到基本满意的状态。第二,经济适用住房满意度最高,满意度指数为68.36;其次是棚户区改造安置住房,满意度指数为67.70;最后为公共租赁住房,满意度指数为58.92。第三,整体来看住户对于住房期望满意度最高,体现了在住房整体水平上人们对现在的住房较为满意;其次是社区环境,在走访时发现大部分居民对于小区的卫生环境、绿化等较为满意。排名后两位的是政策评价与性价感知,政府在服务效率、选择空间、结果公平方面有待提高,同时也应完善政策发挥住房公积金的作用。最后,针对调查与分析结果提出可行的建议。
[Abstract]:The construction of affordable housing is the most important work of people's livelihood. Housing security has become a hot issue concerned by the government and the public. For many years, our country's indemnificatory housing focuses on the quantity of supply and neglects the utility of protecting people. Whether the policy is implemented or not, the most effective one is the residents of the indemnificatory housing, and the satisfaction of the residents directly reflects the utility of the indemnificatory housing. In recent years, the Yuncheng city, which leapt to the third tier city, has been continuously improved, and the construction of affordable housing has been paid more and more attention. Through the research on the satisfaction degree of the residents of the indemnificatory housing in Yanhu District of Yuncheng City, we can understand the actual situation of the residents living in the local affordable housing and listen to their real ideas. It can not only promote the theoretical research of customer satisfaction in the field of public housing, but also provide an objective basis for the local housing construction and development. Based on the study of customer satisfaction and residential satisfaction at home and abroad, this paper, in combination with the actual situation of Yanhu District in Yuncheng City, is different from the general housing satisfaction evaluation system and adds the part on policy evaluation. With questionnaire survey and entropy method as the main analysis methods, three calculation methods of Excel SPSS MATLAB are used synthetically, through the field questionnaire survey to the partial indemnificatory housing district in the Yanhu District. The evaluation system of residential satisfaction of the residents of the indemnificatory housing is established in accordance with the actual situation in Yanhu District of Yuncheng City. The main conclusions are as follows: first, the satisfaction index of indemnificatory housing is 66.22, which is basically satisfactory. Second, the satisfaction degree of affordable housing is the highest, the satisfaction index is 68.36; the second is shantytown rehousing, the satisfaction index is 67.70; the last is public rental housing, the satisfaction index is 58.92. Third, on the whole, residents' satisfaction with housing expectations is the highest, which shows that people are more satisfied with the present housing at the overall housing level; secondly, the community environment, found during the visit, most of the residents are satisfied with the sanitation environment of the community. Greening is more satisfactory. At the end of the list, the government should improve the efficiency of service, the choice of space, and the fairness of the result. At the same time, we should improve the policy to play the role of housing provident fund. Finally, some feasible suggestions are put forward according to the results of investigation and analysis.
