彭州市综合行政执法管理机制建设案例研究

【摘要】：管理机制建设作为综合行政执法改革的命脉,经过20年的探索,积累了一些经验,但是还存在一些问题。笔者选择彭州市综合行政执法的管理机制建设进行具体分析(彭州市于2015年9月成立综合行政执法局),意在丰富相关理论,并为其他地区开展的综合行政执法改革提供一些参考。本篇论文以综合行政执法管理机制建设为主线,介绍了国内外的研究动态,并具体分析了国内综合行政执法管理机制建设的经验和存在的问题。在此基础上,分别从协作机制建设、监督机制建设、激励机制建设三个方面具体分析了彭州市综合行政执法管理机制建设的情况,总结出协作配合是综合行政执法改革顺利推进的关键、有效监督是实现综合行政执法改革的重要保障、科学激励是确保综合行政执法改革行稳致远的动力。只有建立科学合理有效的管理机制,综合行政执法改革才会取得更大的成效。
[Abstract]:As the lifeblood of comprehensive administrative law enforcement reform, the construction of management mechanism has accumulated some experience after 20 years of exploration, but there are still some problems. The author chooses Pengzhou City to carry on the concrete analysis to the management mechanism construction of the comprehensive administrative law enforcement. (Pengzhou City set up the comprehensive administrative law enforcement bureau in September 2015, the purpose is to enrich the relevant theories, And for other regions to carry out comprehensive administrative law enforcement reform to provide some reference. This paper takes the construction of comprehensive administrative law enforcement management mechanism as the main line, introduces the research trends at home and abroad, and concretely analyzes the experience and existing problems in the construction of domestic comprehensive administrative law enforcement management mechanism. On this basis, the paper analyzes the construction of comprehensive administrative law enforcement management mechanism in Pengzhou from three aspects: cooperation mechanism construction, supervision mechanism construction and incentive mechanism construction. It is concluded that cooperation is the key to the smooth progress of comprehensive administrative law enforcement reform, effective supervision is an important guarantee for the implementation of comprehensive administrative law enforcement reform, and scientific incentive is the motive force to ensure that comprehensive administrative law enforcement reform can be carried out steadily and furthest. Only by establishing a scientific, reasonable and effective management mechanism can the reform of comprehensive administrative law enforcement achieve greater results.
