中国禁毒运动评析与禁毒战略选择

【摘要】：二十世纪八十年代以来,我国毒品问题死灰复燃。国家成立禁毒机构、健全法制、全力缉毒戒毒、成果显著,但是毒品的贩卖、吸食仍然呈现蔓延局面。回顾中国百余年的禁毒历史,特别是新中国建立初期实现了三年禁绝毒品,通过历史经验的总结和历史教训的吸取,面对今天禁毒斗争现状和毒品蔓延的严峻形势,找准毒品蔓延规律,转变禁毒思路,调整禁毒战略,全面开创以社区禁毒为基础的禁毒体制,提出社区禁毒对策,以此才能真真实现禁绝毒品的目标。
[Abstract]:Since the 1980's, the drug problem in our country has resurfaced. The state has set up drug control agencies, improved the legal system, and devoted all efforts to drug control and detoxification, with remarkable results, but drug trafficking and drug use are still spreading. Recalling the more than 100 years of anti-drug history in China, in particular the fact that in the early days of the founding of the people's Republic of China, drug control was banned for three years, through summing up historical experience and drawing lessons from history, facing the present situation of the fight against drugs and the grim situation of drug spread, To find out the law of drug spread, to change the thinking of drug control, to adjust the anti-drug strategy, to create an anti-drug system based on community drug control in an all-round way, and to put forward community anti-drug countermeasures, we can really realize the goal of drug prohibition.
