总体国家安全观与反恐对策思考

【摘要】：总体国家安全观对于反恐斗争具有重要导向意义。新形势下恐怖活动出现一些新的特点与动向,反恐斗争面临新挑战。从总体国家安全观出发,应从国家安全整体战略的高度,用系统思维和辩证思维来思考和设计反恐对策。应确立综合反恐观、法治反恐观、常态反恐观、全民反恐观及全域反恐观,这是治理恐怖主义的有效路径。
[Abstract]:The overall national security concept has an important guiding significance in the fight against terrorism. Under the new situation, there are some new features and trends in terrorist activities, and the fight against terrorism is facing new challenges. From the viewpoint of overall national security, we should consider and design counterterrorism countermeasures with systematic thinking and dialectical thinking from the height of the overall strategy of national security. It is necessary to establish comprehensive anti-terrorism view, rule of law view, normal anti-terrorism view, universal anti-terrorism view and global anti-terrorism view, which is an effective way to deal with terrorism.
