【摘要】：伴随人类科技水平的不断提升,再加上世界经济一体化的深入推进,全球每个国家在经济进步的过程中,既会遇到有利的时机,也需应对不利的冲击。当前的物流业属于现代经济领域里的关键分支,并在工业化推进的过程里发展成了最具科学性和经济型的全面服务产业,既是社会经济得以进步的关键推动力,又会对国家在世界市场中所处的竞争位置起到重要作用。随着物流产业在国家经济体系里崭露头角,其所产生的经济与社会效益也获得了世界各国的广泛认可,日、美以及欧洲等地早就把物流看做为了国民经济系统下的关键部分,同时制定了相关的法律规范和倾斜制度来推动物流产业健康、有序地持续进步。然而,反观我国,因为物流业才刚刚兴起,学界还未曾基于产业的层面上来全面探讨和分析物流业的管理系统。而本文正是以此为切入点来展开研究,以期提升物流业的管理水平。本文基于文献资料的收集、研读,从行政管理和体制改革的角度,结合国外发达国家物流业管理经验的分析,对我国物流行业发展现状、问题进行了探讨,并给出了相应的对策建议。全文共分四个部分：第一部分对我国物流业行政监管由来、概念、特征进行概述；第二部分对发达国家日本、美国关于物流业行政监管的现状模式进行了分析,并对照我国物流管理体制,总结出了几点经验启示；第三部分从多个方面总结分析了我国物流业行政监管存在的主要问题；第四部分在前面分析论述基础上,针对问题给出相应的对策建议。旨在对我国物流企业的发展及行业相关管理部门的工作有所启示和帮助。
[Abstract]:With the continuous improvement of human science and technology, coupled with the further development of world economic integration, every country in the world will encounter both favorable opportunities and adverse shocks in the process of economic progress. The current logistics industry belongs to the key branch of the modern economic field, and has developed into the most scientific and economical comprehensive service industry in the process of industrialization, which is the key driving force for the progress of social economy. Will also play an important role in the country's competitive position in the world market. With the emergence of the logistics industry in the national economic system, its economic and social benefits have also been widely recognized by all countries around the world. Japan, the United States and Europe have long regarded logistics as a key part of the national economic system. At the same time, the related laws and regulations are established to promote the healthy and orderly progress of the logistics industry. However, in our country, because the logistics industry is just rising, the academic circles have not fully discussed and analyzed the management system of the logistics industry on the level of industry. And this article is just to take this as the breakthrough point to carry on the research, in order to enhance the logistics industry management level. Based on the collection and reading of literature, this paper discusses the current situation and problems of logistics industry development in China from the perspective of administrative management and system reform, combined with the analysis of the management experience of logistics industry in developed countries. The corresponding countermeasures and suggestions are given. The paper is divided into four parts: the first part is an overview of the origin, concept and characteristics of China's logistics industry administrative supervision; the second part of the developed countries, Japan, the United States on the logistics industry administrative supervision of the current situation model is analyzed. The third part summarizes and analyzes the main problems in the administrative supervision of logistics industry in China from many aspects; the fourth part is based on the previous analysis and discussion. The corresponding countermeasures and suggestions are given. The purpose of this paper is to enlighten and help the development of Chinese logistics enterprises and the work of relevant management departments.
