重塑我国城管形象的路径研究

【摘要】:当前,我国城管遭遇形象危机,城管存在不文明执法现象,特别是城管在行政执法过程中与小商贩发生的暴力冲突事件频现,使得城管形象跌入谷底,不论在现实中人们的刻板印象里还是网络舆情里,城管已经成为了一个恃强凌弱的粗暴执法形象者。本文采用解决三部曲法,先指出城管形象危机现状,基于城管形象的传播模型,全方面分析危机产生的原因,最后试着探讨重塑我国城管形象的路径。从城管行政执法行为主体因素分析:首先,管理理念落后,未从“统治”“管理”向“治理”成功转变;其次,城管制度和机制不完善,造成城管良好形象先天不足;最后,城管人员素质有待提高,城管“入口”“出口”机制以及绩效评价与奖惩机制有待改善。从城管行政执法行为的解释主体--公众视角分析:一方面,公众作为被执法者,对城管的执法行为有直接发言权,另一方面,公众对于弱势群体如小商贩抱有同情心理,这都对城管执法方式提出了更高的要求。从城管行政执法行为的解释主体--媒体视角分析:不论是传统媒体还是新兴网络媒体,许多媒体为了博取读者眼球,制造爆炸性标题,对城管暴力冲突事件进行了非客观报道,导致人们把对城管暴力执法行为的不齿转化为了对城管这一群体的诟病,甚至出现媒体报道一件城管基于创新理念做出的真正为民服务的好事时,由于媒体的报道角度和描述语言偏差也会导致公众的不同解读。作为另一个解释主体—城管公关部门也没有积极主动将信息公之于众,在城管执法暴力冲突事件发生时,并无积极应对媒体和回应公众知晓实情的举措,进一步使得城管负面形象雪上加霜。通过以上分析,本文得出了重塑城管形象的路径,从优化城管执法主体行为方面分析:转变管理理念、完善体制机制、强化队伍建设。从解释主体方面分析,要创新城管公关方式,引导公众理性解释思维:加大市容市貌和合法经营相关法规的宣传;加强沟通,建立与公众的长效对话机制;科学利用媒体宣传效应,引导公众理性思维。城管公众形象的提升是一个循序渐进的持久战,相信通过各方因素的共同努力,终将逐步实现城管实际形象与理想形象的接轨,真正塑造出良好的城管公众形象。
[Abstract]:At present, the city management in our country is facing a crisis of image, and there is an uncivilized law enforcement phenomenon in the city management, especially the frequent violent conflict between the urban management and the small vendors in the process of administrative law enforcement, which makes the image of the urban management fall to the bottom of the valley. Whether in the real stereotype or network public opinion, chengguan has become a bully of rough law enforcement image. This paper uses the trilogy method to point out the present situation of urban management image crisis, based on the transmission model of urban management image, analyzes the causes of the crisis in all aspects, and finally attempts to explore the path to reshape the image of urban management in China. First of all, the concept of management is backward and has not changed successfully from "rule" management "to" governance "; secondly, the system and mechanism of urban management are not perfect, resulting in the inherent shortage of good image of urban management. The quality of chengguan personnel needs to be improved, the mechanism of "entrance" and "export" of chengguan as well as the mechanism of performance evaluation and reward and punishment need to be improved. On the one hand, the public, as the law enforcer, has a direct say in the law enforcement of urban management, on the other hand, the public has sympathy for vulnerable groups such as small traders. This has put forward higher requirements for urban management law enforcement. From the angle of view of the explaining subject of urban management administrative law enforcement behavior-media: whether it is traditional media or new network media, many media have carried out non-objective reports on the violent conflict of urban management in order to get readers' attention and create explosive headlines. This has led people to turn violence against chengguan into denouncing this group of people, even when the media reported a good thing that chengguan really served the people on the basis of innovative ideas. Because of the media reporting angle and description language deviation will also lead to different interpretations of the public. As another explanatory body, the city management and public relations department has not taken the initiative to release the information to the public, and has not taken any active steps to deal with the media and respond to the fact that the public knows the truth when the violent conflict of urban management law enforcement occurs. Further make the negative image of urban management worse. Through the above analysis, this paper obtains the path of reshaping the image of urban management, analyzes from the aspects of optimizing the behavior of the principal body of urban management law enforcement: changing the management idea, perfecting the system and mechanism, strengthening the construction of the team. From the interpretation of the main body of analysis, we should innovate the way of urban management public relations, guide the public rational thinking: increase the appearance of the city and legal management of the relevant laws and regulations, strengthen communication, establish a long-term dialogue with the public mechanism; Scientific use of media publicity effect, guide the public rational thinking. The promotion of the public image of urban management is a protracted war, I believe that through the joint efforts of all factors, we will gradually realize the actual image of urban management and ideal image, and really shape a good public image of urban management.
