关于《森林法》的修改意见

【摘要】：正根据国家林业局印发的《中华人民共和国森林法(2016年修改征求意见稿)》,本人特提出如下修改建议:【原文】第三条森林资源属于国家所有,由法律规定属于集体所有的除外。国家所有的和集体所有的森林、林木和林地,单位和个人所有的林木和使用的林地,由县级以上地方人民政府不动产登记机构登记造册,发放证书,确认所有权或者使用权。国务院确定的国家所有的重点林区的森林、林木和林地由国务院国土资源主管部门会同林业主管部门登记
[Abstract]:In accordance with the Forestry Law of the people's Republic of China (revised draft for comments in 2016) issued by the State Forestry Administration, I hereby put forward the following suggestions for amendment: [sic] Article 3 Forest resources are owned by the state, except for those that are owned collectively by law. State owned and collectively-owned forests, trees and woodlands, forest trees and woodlands owned by units and individuals shall be registered by the real estate registration agencies of the local people's governments at or above the county level, and certificates shall be issued to confirm ownership or the right to use them. The forests, trees and woodlands of the state-owned key forest areas as determined by the state council shall be registered by the competent department of land and resources under the state council in conjunction with the competent department of forestry
