《精神卫生法》实施后热点问题的调查研究

【摘要】：了解《精神卫生法》实施后的变化,以及医护人员、社区居民、精神障碍患者和家属等相关人员对精神卫生热点问题的看法,为制定媒体应对策略提供依据。方法:在江西省和广东省对115人进行了12组小组访谈,包括医务人员6组、社区居民4组、患者及其家属2组。结果:有近一半的访谈对象没有听说过《精神卫生法》。《精神卫生法》实施后,精神障碍的诊断和治疗更加规范,精神障碍患者的权利得到了更好的保护,基层卫生服务机构更加重视精神障碍的康复和管理。有42人认为社会上依然存在歧视精神障碍患者的现象,歧视的原因为"担心受到伤害"。关于精神障碍患者的"强制就医"问题,有4人表示不应该强制就医;5人认为必须强制就医;30人认为要区别对待。大部分访谈对象对心理咨询机构持肯定态度。大多数访谈对象认为医生应该为精神疾病患者保密,31人认为应视病情而定。结论:《精神卫生法》的颁布实施对推进我国精神卫生事业健康发展具有重要意义,建议加大《精神卫生法》的宣传力度,普及精神卫生知识;强化媒体的正面宣传和报道,正确引导公众认知;完善配套政策,促进《精神卫生法》的落实。
[Abstract]:To understand the changes after the implementation of the Mental Health Law, as well as the views of medical and nursing staff, community residents, patients with mental disorders and family members on the hot issues of mental health, so as to provide the basis for the formulation of media coping strategies. Methods: twelve group interviews were conducted among 115 patients in Jiangxi province and Guangdong province, including 6 groups of medical staff, 4 groups of community residents, 2 groups of patients and their families. Results: nearly half of the interviewees had not heard of the Mental Health Law. After the implementation of the Mental Health Law, the diagnosis and treatment of mental disorders became more standardized, and the rights of patients with mental disorders were better protected. Primary health service institutions pay more attention to the rehabilitation and management of mental disorders. There are 42 people who believe that society still discriminates against people with mental disorders on the grounds of "fear of harm." On the issue of "compulsory medical treatment" for patients with mental disorders, four people said that they should not be forced to seek medical treatment. Most of the interviewees had a positive attitude towards psychological counseling institutions. Most interviewees believe doctors should keep mental illness confidential. 31 believe it depends on the condition. Conclusion: the promulgation and implementation of the Mental Health Law is of great significance in promoting the healthy development of mental health in China. It is suggested that the propaganda of the Mental Health Law should be strengthened, the knowledge of mental health should be popularized, and the positive publicity and report of the media should be strengthened. Correctly guide public awareness, improve supporting policies, and promote the implementation of the Mental Health Law.
