秦巴山区蜀道申遗的自然资源管理制度研究

【摘要】：2016年1月,四川省蜀道被联合国教科文组织世界遗产中心列入《世界遗产预备清单》,获得了正式申报世界遗产的条件。这一进展表明秦巴山区蜀道作为自然与文化的混合遗产价值开始得到了国际社会初步认可。为了满足世界遗产的申请标准,改革现有蜀道自然资源管理制度成为一个迫在眉睫的研究问题,错过这一宝贵机会将对蜀道地区的经济和社会发展起到极大妨碍作用。对蜀道进一步申请进入世界遗产正式名单中的管理制度障碍、存在问题进行了总结,并提出相应的对策研究。提出从3个方面:立法保护、机构建设、管理制度全面回顾申请世界遗产的自然资源管理制度的经验和教训。在此基础上,提出进一步解放思想和整合资源,完善四川蜀道申遗自然资源管理制度,确保四川省蜀道能够成功进入世界遗产正式名单。
[Abstract]:In January 2016, Sichuan Province Shu Road was included in the World Heritage list by UNESCO World Heritage Center, and obtained the conditions for formally declaring the World Heritage site. This development indicates that Shu Dao, as a mixed heritage of nature and culture, has been preliminarily recognized by the international community. In order to meet the application criteria of world heritage, reforming the existing Shu Dao natural resources management system has become an urgent research problem. Missing this precious opportunity will greatly hinder the economic and social development of Shu Dao area. This paper summarizes the obstacles and problems existing in Shu Dao's further application for entry into the official list of World Heritage sites, and puts forward the corresponding countermeasures. This paper puts forward three aspects: legislative protection, institution building and management system. The experiences and lessons of the natural resources management system applied for world heritage are reviewed. On this basis, further emancipating the mind and integrating resources, perfecting the management system of Sichuan Shu Dao's application for natural resources and ensuring Sichuan Shu Dao's successful entry into the official list of world heritage sites are put forward.
