论我国网络社会治理的三个有效结合

【摘要】：我国网络社会治理需要三个有效结合,即政府管理与社会自律结合、立法防控与技术防控结合、国内治理与国际合作结合。要实现政府监管与社会自律有效结合,政府必须转变网络社会管理理念,明确网络社会治理主体的责任边界,提升对网络社会的治理能力,推动公民有序参与网络社会治理。我国应借鉴网络发达国家的有益经验,在完善网络立法体系的同时改进技术防控体系,更好发挥法律与技术的双重作用,也就是要完善网络立法体系,改进技术防控体系,实现法律防控与技术防控的有效结合。目前网络空间国际合作治理仍面临困境,中国在网络空间全球治理中有重要的责任担当,也就是要加强网络治理能力建设,努力消减"数字鸿沟",支持联合国协调网络治理,积极参与网络空间治理国际合作谈判。
[Abstract]:Three effective combinations are needed for the governance of our country's network society, that is, the combination of government management and social self-discipline, the combination of legislation prevention and control with technology prevention and control, and the combination of domestic governance and international cooperation. In order to realize the effective combination of government supervision and social self-discipline, the government must change the concept of network social management, clarify the responsibility boundary of the main body of network society governance, promote the governance ability of the network society, and promote citizens to participate in the network society governance in an orderly manner. Our country should draw lessons from the beneficial experience of the network developed countries, improve the technology prevention and control system while perfecting the network legislation system, bring the dual function of law and technology into full play, that is, perfect the network legislation system, improve the technology prevention and control system, To realize the effective combination of legal prevention and control and technical prevention and control. At present, the international cooperative governance of cyberspace is still facing difficulties. China has an important responsibility in the global governance of cyberspace, that is, to strengthen the capacity-building of cybergovernance, to strive to bridge the "digital divide," and to support the United Nations in coordinating cybergovernance. Actively participate in international cooperation negotiations on cyberspace governance.
