海警立法探析

【摘要】：正在新一轮大部制改革的进程中,中央对国家海洋局进行了重组,重组后的国家海洋局对外以中国海警局名义进行统一海上维权执法。但由于海洋局势日渐复杂和海上行政执法的特殊性,海警立法亟需加快步伐。海警立法迫在眉睫首先,海洋对我国经济、社会发展和实现"21世纪海上丝绸之路"战略构想的重要性日益凸显。党的十八大明确提出要建设海洋强国的国家战略。
[Abstract]:In the process of a new round of major ministerial reform, the central government has reorganized the State Oceanic Administration, and the restructured State Oceanic Administration has carried out unified maritime rights enforcement in the name of the China Maritime Police Department. However, due to the increasingly complex marine situation and the particularity of maritime administrative law enforcement, marine police legislation needs to be accelerated. Marine Police legislation is imminent. First of all, the importance of the ocean to China's economic and social development and the realization of the strategic concept of the "Maritime Silk Road in the 21st Century" is becoming increasingly prominent. The 18th National Congress of the Communist Party of China (CPC) clearly put forward the national strategy of building a powerful marine country.
