零部件进口对中国制造业技术进步的影响研究

【摘要】:经济全球化的推行,使各国之间的经济合作不断深入开展,国际贸易方式也从早期的产业内贸易模式向产品内贸易模式转变。作为发展中国家,在技术不丰裕、创新能力不足的情况下,我国一直处于产品生产价值链的下游环节,主要是通过承接发达国家外包的零部件等中间产品的加工装配参与到产品内国际分工中。高技术含量零部件的大量进口必然会促进最终资本品的出口,但是零部件所隐含的先进技术能否产生溢出效应并对我国制造业的技术进步起到提升作用,值得深入研究。出口品国内技术含量这一概念为其研究提供了良好的分析工具。本文首先阐述了零部件进口影响技术进步的理论基础,并提出了零部件进口促进技术进步的具体路径;然后分别从制造业整体和各行业对我国零部件进口规模和进口种类的现状进行了简要的分析;对于实证部分,本文从2002-2007年和2008-2015年两个时段,分别研究零部件进口对我国制造业总体及六个细分行业技术进步的影响,并得出以下几点结论:(1)零部件进口促进我国制造业技术进步的效应在近几年才开始显现,当前零部件进口规模和进口种类都显著促进了国内技术含量的提升,且与零部件进口规模相比,进口种类的促进作用更加大而显著;(2)零部件进口对我国制造业技术进步的促进作用存在明显的行业差异,且对高技术行业的促进作用更大;(3)研发投入、物质资本和人力资本也都促进了我国制造业的技术进步,其中物质资本促进作用最大,而人力资本的促进作用尚未充分发挥。对此本文提出一些对策建议,如扩大零部件进口规模的同时加强对进口种类的扩展,根据行业特征引导零部件进口方向的调整,加大研发投入规模并兼顾研发投入方向,加强高科技人才队伍建设,注重培育国内零部件生产企业的核心竞争力,以此带来中国制造业的技术进步和可持续发展。
[Abstract]:With the implementation of economic globalization, the economic cooperation among countries has been developing in depth, and the mode of international trade has also changed from the early intra-industry trade model to the intra-product trade mode. As a developing country, it is not rich in technology. With the lack of innovation ability, our country has been in the downstream link of the product production value chain. Mainly through the processing and assembly of intermediate products such as components outsourced by developed countries, they participate in the international division of labor within the products. A large number of imports of high-tech components will inevitably promote the final export of capital goods. However, whether the advanced technology implied by the components can produce spillover effects and promote the technological progress of our manufacturing industry, The concept of domestic technology content of export products provides a good analytical tool for its research. Firstly, this paper expounds the theoretical basis of the influence of the import of components on technological progress. Then, the paper makes a brief analysis of the current situation of the import scale and types of parts and components in China from the perspective of the manufacturing industry as a whole and from various industries. From 2002 to 2007 and from 2008 to 2015, this paper studies the impact of parts import on the technological progress of China's manufacturing industry as a whole and in six sub-sectors. The following conclusions are drawn: (1) the effect of component import on promoting the technological progress of China's manufacturing industry has only begun to appear in recent years. At present, the scale and type of import of parts and components have significantly promoted the upgrading of domestic technology content. Compared with the scale of import of components, the promotion effect of import type is more obvious than that of other parts. (2) there are obvious industry differences in promoting effect of import of parts and components on the technological progress of manufacturing industry in China. Moreover, the promotion of high-tech industries is even greater. (3) R & D investment, material capital and human capital have also promoted the technological progress of China's manufacturing industry, among which the material capital has played the most important role in promoting the technological progress of China's manufacturing industry. However, the role of human capital has not been brought into full play. For this reason, this paper puts forward some countermeasures and suggestions, such as expanding the import scale of parts and components, strengthening the expansion of import types, guiding the adjustment of import direction of components according to the characteristics of the industry. Increasing the scale of R & D investment and giving attention to the direction of R & D investment, strengthening the construction of high-tech talent team, focusing on cultivating the core competitiveness of domestic components manufacturing enterprises, so as to bring about the technological progress and sustainable development of Chinese manufacturing industry.
