中国石油运输公司发展战略研究

【摘要】:石油运输行业在我国能源体系中有重要地位。中国石油天然气运输公司在过去属于行业垄断企业,但伴随我国物流市场的全面开放,以及中央国企改革方案的逐步落实,企业地位必将面对严峻挑战。由于历史因素,长期以来形成了依赖思想和落后管理经营理念的中国石油运输公司,在完全竞争市场的大环境下处于生死存亡的关键时期。中国石油运输公司作为油气产业的佼佼者,如何实现新形势下的思维转变;如何结合实际进行资源整合,并通过运用多种战略手段继续站稳行业领导者的地位;如何在企业战略调整的过程中巩固核心竞争力为自身创造更大价值?这是撰写本文的主要目的。笔者根据在中国石油运输公司的工作经历,结合公司实际情况和石油运输行业现状,探讨新形势下石油运输企业的战略选择和政策建议。文章运用PEST分析法、五力模型、SWOT矩阵分析模型等常用战略分析工具,通过研究产业宏观环境及公司内外部环境,掌握行业发展规律,进而分析运输公司未来发展方向及所需战略。文章研究了当前中石油运输企业面临的管理现状及发展趋势,从宏观环境、行业环境及企业微观环境各方面对企业内外部资源进行全面剖析,以研究公司在走现代物流业的发展道路上存在的优势、劣势、机会和风险。之后,深度研究了运输公司自身存在于管理方式、经营理念、客观条件等方面的问题,并分析这些问题产生的原因,在公司“16366”发展战略的基础上有针对性的提出问题解决方案:充分整合石油企业资源、实施物流联盟战略、提高服务水平、转换经营机制、注重人才培养、主辅业多种经营共同发展、打造公司鲜明的企业文化。
[Abstract]:The petroleum transportation industry plays an important role in China's energy system. In the past, CNPC was a monopoly in the industry, but with the overall opening of the logistics market in our country, and the gradual implementation of the reform plan of the central state-owned enterprises, Due to historical factors, China Petroleum Transportation Company, which relies on ideology and backward management and management concept, has been formed for a long time. In the environment of perfect competition market, it is in the crucial period of life or death. As the leader of oil and gas industry, how to realize the change of thinking in the new situation, how to integrate resources with reality, And through the use of a variety of strategic means to continue to maintain the position of industry leaders; how to consolidate the core competitiveness in the process of corporate strategic adjustment to create greater value for themselves? This is the main purpose of writing this article. According to my working experience in China Petroleum Transportation Company, combined with the actual situation of the company and the present situation of the oil transportation industry, This paper discusses the strategic choice and policy suggestions of oil transportation enterprises under the new situation. By using the PEST analysis method, the five-force model and the SWOT matrix analysis model, the paper studies the macro environment of industry and the internal and external environment of the company. Grasp the law of industry development, and then analyze the future development direction and necessary strategy of transportation companies. This paper studies the current management situation and development trend faced by CNPC transportation enterprises, from the macro environment, In order to study the advantages, disadvantages, opportunities and risks existing in the development of the modern logistics industry, the industry environment and the micro environment of the enterprise are comprehensively analyzed to analyze the internal and external resources of the enterprise, in order to study the advantages, disadvantages, opportunities and risks existing in the development of the modern logistics industry. This paper deeply studies the problems existing in the management mode, the management concept, the objective conditions of the transportation company itself, and analyzes the causes of these problems. On the basis of the "16366" development strategy of the company, the author puts forward solutions to the problems: fully integrating the resources of petroleum enterprises, implementing logistics alliance strategy, improving service level, changing management mechanism, and paying attention to the cultivation of talents, Main auxiliary industry diversified development, to create the company's distinctive corporate culture.
