我国矿产资源配置政策工具应用研究

【摘要】：矿产资源为社会经济发展提供基础支撑,政策工具的选择与应用是影响矿产资源优化配置的重要因素。研究采用自愿性、强制性和混合型政策工具的分类框架,分三个阶段探讨了建国以来我国矿产资源配置过程中政策工具的应用特征。研究发现,我国矿产资源配置的政策工具应用主要依赖强制性政策工具,以市场化为主的自愿性政策工具得到不断加强与完善,而混合型政策工具居于辅助地位。建议坚定推进市场化政策工具在矿产资源配置中的决定性作用;着重战略层面的政策工具设计,提高政策的可行性;灵活发挥政策工具的互补性与相互配合作用,创新和丰富各类政策工具,从而促进矿产资源的优化配置。
[Abstract]:Mineral resources provide basic support for social and economic development, and the choice and application of policy tools are important factors affecting the optimal allocation of mineral resources. This paper discusses the characteristics of the application of policy tools in the process of mineral resources allocation since the founding of the people's Republic of China, and finds that the application of policy tools for mineral resources allocation in China mainly depends on mandatory policy tools. Voluntary policy tools, which are mainly market-oriented, have been continuously strengthened and perfected, while mixed policy tools are in the auxiliary position. It is suggested that the decisive role of market-oriented policy tools in mineral resources allocation should be firmly promoted. Emphasis is placed on the design of policy tools at the strategic level to improve the feasibility of policies, to give full play to the complementarity and coordination of policy tools, to innovate and enrich all kinds of policy tools, and to promote the optimal allocation of mineral resources.
