我国跨境人民币结算及人民币国际化问题研究

【摘要】：跨境贸易人民币结算试点于2009年在上海、广州、深圳等5个城市正式启动,根据十二五规划纲要,未来五年我国将逐步实现人民币资本项目可兑换,稳步推进利率市场化改革,完善有管理的浮动汇率制度,进而实现人民币国际化。跨境贸易人民币结算作为人民币国际化道路第一步,对提高我国对外贸易持续发展的能力、实现贸易与金融的双赢都具有深远的意义。本文在分析人民币跨境结算推出背景、实施的意义,探讨跨境人民币结算对进出口企业的积极作用,在此基础上,分析我国人民币国际化过程中存在的经济结构不合理、国际贸易与投资的影响力不足、金融体制的构建尚不完善等限制条件,寻求人民币国际化过程中的限制性条件和应对措施,同时根据美元、欧元、日元国际化的过程分析对人民币国际化的启示,进而研究以跨境人民币结算业务为起点,如何实现人民币以“硬通货”的形式准周边化进而推动构建亚洲区域经济体和货币区,最终将人民币作为国际储备货币真正实现国际化而设计人民币国际化的路径,同时针对人民币国际化的风险提出建议。
[Abstract]:The RMB settlement pilot for cross-border trade was officially launched in Shanghai, Guangzhou, Shenzhen and other five cities in 2009. According to the outline of the 12th Five-Year Plan, China will gradually realize RMB capital account convertibility in the next five years and steadily push forward the interest rate marketization reform. Improve the managed floating exchange rate system, and then realize the internationalization of RMB. As the first step of RMB internationalization, RMB settlement of cross-border trade is of great significance to improve the ability of sustainable development of foreign trade and realize the win-win situation between trade and finance. Based on the analysis of the background and significance of RMB cross-border settlement, the positive effect of cross-border RMB settlement on import and export enterprises, this paper analyzes the irrational economic structure in the process of RMB internationalization in China. The influence of international trade and investment is not enough, the financial system is not perfect, and so on, to seek the restrictive conditions and countermeasures in the process of RMB internationalization, at the same time, according to the United States dollar, the euro, This paper analyzes the enlightenment of yen internationalization to RMB internationalization, and then studies how to realize RMB quasi-periphery in the form of "hard currency" and then promote the construction of Asian regional economy and currency area, taking cross-border RMB settlement business as the starting point, and how to realize RMB quasi-periphery in the form of "hard currency". Finally, the RMB as an international reserve currency is truly internationalized and the path of RMB internationalization is designed. At the same time, suggestions on the risk of RMB internationalization are put forward.
