杭州市余杭区工业园区再开发策略研究

【摘要】：工业园区的再开发在中国乃至全世界的范围内方兴未艾,它是城市更新和地方产业发展的重要组成部分。在转型升级的社会背景下,本文以杭州市余杭区若干工业园区的现状入手,总结了园区的若干问题：(1)土地利用低效；(2)建设用地匮乏；(3)产业能级较低；(4)空间布局零散混乱；(5)公共服务配套缺乏；(6)园区风貌杂乱、建筑质量一般；(7)人居环境破坏、文脉缺失。而这些问题与园区内普遍存在的出租、违规变更用地用途等现象是密切相关的。并且,通过对以往研究的总结,发现各地政府在引导工业园区再开发过程中,对园区再开发的功能定位缺乏理论依据。显然,不论是打造产业集群,还是大力推进城镇化,都能有效的对工业园区进行再开发,关键是如何定位? 本文从城镇化及产业集群的双重视角出发,根据园区规模和区位两个因素,将园区的目标功能定位分为综合功能、生产功能及非生产功能三类；再根据这三类目标功能,分别确定了产城融合、产业集群以及城市更新三种再开发策略,并从园区功能完善、空间结构优化、环境质量提升、产业转型升级四大方面确定了前两种策略下的具体再开发方法,为工业园区重获新生梳理出一套行之有效的规划途径。
[Abstract]:The redevelopment of industrial parks is in the ascendant in China and the whole world. It is an important part of urban renewal and local industrial development. This paper starts with the present situation of some industrial parks in Yuhang District, Hangzhou. This paper summarizes some problems of the park: 1) low efficiency of land use and 2) lack of land for construction. 3) low energy level of industry. 4) scattered and chaotic space layout. 5) lack of public services. 6) the style of the park is chaotic, and the construction quality is generally 7) the habitat environment is destroyed. Lack of context. And these problems are closely related to the widespread phenomenon of leasing and illegal land use change in the park. Furthermore, through a summary of previous studies, it is found that local governments are guiding the industrial park in the process of redevelopment. Clearly, whether it is to build industrial clusters, or vigorously promote urbanization, can effectively redevelop industrial parks, the key is how to position? From the dual perspective of urbanization and industrial cluster, according to the two factors of park size and location, this paper divides the target function of the park into three categories: comprehensive function, production function and non-production function, and then according to these three target functions, Three kinds of redevelopment strategies, such as the integration of industry and city, industrial cluster and urban renewal, were determined respectively, and the function of the park was improved, the spatial structure was optimized, and the environmental quality was improved. The four major aspects of industrial transformation and upgrading have determined the specific redevelopment methods under the first two strategies, and sorted out a set of effective planning ways for the industrial park to regain new life.
