成都市中心城区保障性住房小区公共服务设施规划研究

【摘要】：保障性住房是近年来的社会热点之一,其规划建设,特别是与保障性住房相配套的公共服务设施的规划建设,直接关系着中低收入者基本住房与基本居住需求是否得到保障。合理的保障性住房小区公共服务设施规划,在合理协调各项公服设施资源的基础上,不仅实现中低收入者“居者有其屋”,更多地是实现“居者有其适合的屋”,使其日常生活正常运行,满足基本居住需求。本文以成都市保障性住房小区公共服务设施为研究对象,以其设施配置标准和空间布局为研究重点。论文首先从相关概念和理论综述入手,为下文研究主体展开思路以及提供理论基础。再通过成都市保障性住房小区现状调研,在分析成都市保障性住房小区特征、居民特征与现状公服设施的基础上,探究保障性住房小区特殊性对公共服务设施配置的影响以及总结现状公服设施配置问题,为规划策略展开提供实际依据。最后在规划策略提出时,参考国家和地方相关规范,借鉴传统公服设施配置方法的同时也进行了针对性方法内容创新,结合成都市保障性住房小区典型实例,对成都市保障性住房小区公共服务设施的规划分级、规划标准和空间布局进行深入探讨,提出相关的规划策略。论文旨在通过成都市保障性住房小区公共服务设施规划研究,为成都市保障性住房小区公服设施规划建设提供参考意见,同时完善丰富保障性住房小区公服设施规划相关理论,具有现实和理论意义.
[Abstract]:Affordable housing is one of the social hot spots in recent years. Its planning and construction, especially the planning and construction of public service facilities matching with affordable housing, It is directly related to whether the basic housing and basic housing needs of low- and middle-income people are guaranteed. Reasonable planning of public service facilities in affordable housing areas, on the basis of reasonable coordination of resources of various public service facilities, It is not only to realize the "Home ownership" of the low- and middle-income people, but also to realize the "Home ownership", to make their daily life run normally and to meet the basic living needs. This paper takes the public service facilities of the affordable housing district in Chengdu as the research object, and focuses on the allocation standard and spatial layout of the facilities. Firstly, the paper starts with the related concepts and theories. Through the investigation of the current situation of the affordable housing district in Chengdu, on the basis of the analysis of the characteristics of the affordable housing district in Chengdu, the characteristics of the residents and the current situation of public service facilities, This paper probes into the influence of particularity of the indemnificatory housing district on the allocation of public service facilities and summarizes the present situation of the allocation of public service facilities in order to provide a practical basis for the development of the planning strategy. Finally, when the planning strategy is put forward, reference is made to the relevant national and local norms. Using the traditional public service facilities allocation method for reference, it also carries on the targeted method content innovation at the same time, unifies the Chengdu supportable housing district typical example, to Chengdu supportable housing district public service facility planning classification, Planning standards and spatial layout are discussed in depth, and relevant planning strategies are put forward. The purpose of this paper is to provide reference for the planning and construction of public service facilities in the affordable housing district of Chengdu through the research on the public service facilities planning of the affordable housing district in Chengdu. At the same time, it is of practical and theoretical significance to improve the theory of public service facilities planning in affordable housing district.
