基于均衡原则的城市应急避难场所布局合理性评价——以西安市中心城区为例

【摘要】：城市应急避难场所是保障城市安全的一项重要公共服务设施,其空间布局的合理与否直接影响为市民提供应急避难服务的效果。本文以均匀度指标为基础,构建了服务重叠率等评价指标,并以西安为例,运用GIS网络分析技术对应急避难场所的布局进行了分析评价。结果表明西安市应急避难场所布局较为集中,服务重叠率高,应急时难以发挥有效作用。相关结论可为调整与优化西安市现有应急避难场所、合理选择新建应急避难场位址提供依据。
[Abstract]:The urban emergency shelter is an important public service facility to guarantee the city ' s security . The reasonable or not the spatial layout of the city directly affects the effect of providing emergency shelter service for the public . The paper analyses the layout of emergency shelter in Xi ' an as an example . The results show that the layout of emergency shelter in Xi ' an city is concentrated , the service overlap rate is high , and it is difficult to play an effective role in the emergency . The conclusion can provide the basis for adjusting and optimizing the existing emergency shelter in Xi ' an city and choosing the address of newly - built emergency refuge field .
