论新型智库的核心能力及其提升的创新路径

【摘要】：中国特色新型智库是国家治理体系中不可或缺的重要组成部分,也是国家治理能力中的重要力量。作为国家"软实力"和"话语权"的重要组成部分,新型智库在资政建言促进国家的良政善治、引领社会舆论传播正能量以及启迪民智等方面都具有深刻的影响力。新型智库能力的核心要素包括知识生产与运用能力、政策研究与设计能力、政策咨询与营销能力以及资源获取与增值能力。但是,由于受到知识的有限性、交往的片面性、专家的自利性以及资源的依赖性等众多因素的制约,新型智库核心能力提升仍然存在诸多的局限。创新是新型智库的灵魂,也是其可持续发展的不竭动力。新型智库核心能力提升的创新路径主要包括:以知识创新增进新型智库知识生产与应用能力;以协同创新增强新型智库政策研究与设计能力;以观念创新提升新型智库政策咨询与营销能力;以机制创新提高新型智库资源获取与增值能力。
[Abstract]:The new type of think-tank with Chinese characteristics is an indispensable part of the national governance system and also an important force in the national governance ability. As an important part of national "soft power" and "right of speech", the new type of think-tank has profound influence in promoting good governance, leading public opinion to spread positive energy and enlightening the people. The core elements of new think-tank capability include knowledge production and application ability, policy research and design ability, policy consultation and marketing ability, resource acquisition and value-added ability. However, due to the limitation of knowledge, the one-sidedness of communication, the self-interest of experts and the dependence of resources, there are still many limitations in improving the core competence of the new think-tank. Innovation is the soul of the new think-tank and the inexhaustible power of its sustainable development. The innovative ways to enhance the core competence of the new think-tank include: enhancing the knowledge production and application ability of the new think-tank by knowledge innovation, enhancing the policy research and design ability of the new think-tank by collaborative innovation; To improve the ability of policy consultation and marketing of the new think-tank with the innovation of ideas, and to improve the ability of obtaining and adding value to the resources of the new think-tank by the innovation of mechanism.
