【摘要】：随着互联网络信息技术的发展和普及，人类正逐步迈入网络信息时代。互联网络几乎渗透到了社会公共生活的所有领域，并且正深刻地改变着人们的生活方式和习惯。作为互联网时代新的政治现象，网络公共参与的出现对我国公民的传统政治参与方式产生了巨大的影响。网络公共参与的主要群体——青年，表现出了前所未有的公共参与热情，并且对现实社会公共活动及政府决策等产生了重要影响。网络为青年公共参与带来便利的同时，也为现实社会公共管理带来诸多问题，如扰乱社会正常秩序、破坏社会稳定，损害国家利益等。青年网络公共参与已成为这个时代关注的热点。本文结合当前我国青年网络公共参与的具体实践情况，从政治学、社会学、人口学、信息传播学和青年学的学科角度出发，主要运用文献分析法和跨学科分析法对青年网络公共参与进行研究。本文的创新点落脚于对网络公共参与的主体成因分析和对青年网络公共参与未来发展趋势的预测。一方面，有助于从理论上分析互联网络对青年群体公共参与的影响程度和形成原因，从而把握网络空间内青年群体公共参与的相关理论问题；另一方面，也有助于在实践中采取切实可行、有针对性的措施，趋利避害，促进青年网络公共参与活动的顺利进行。根据论述重点的不同将论文分为六部分。基于当前互联网络行业发展情况，论文第一部分即前言部分首先阐述了当前学术界对青年网络公共参与国内外研究现状，，在前人研究成果基础上，进一步分析以得到可以深入研究的机会点。论文的第二、第三部分阐述了网络政治、政治参与及网络公共参与的定义，梳理了青年网络公共参与的发展历程，并指出青年是网络公共参与的主力军并占据主导地位。论文第四、第五部分介绍了青年网络公共参与的技术实现途径和组织形式，着重论述青年是网络公共参与主体的成因：除了青年自身特征和网络公共参与的特殊性外，更重要的原因是社会形态变迁的结果。论文第六部分基于对青年网络公共参与基本发展历程的分析指出青年网络公共参与存在的主要问题，并对其未来发展趋势做出恰当的预测，论证了青年网络公共参与在技术实现途径、参与主体、参与秩序、参与平台和现实参与能力的新趋势；在此基础上探讨了如何制定有针对性的、切实可行的对策，以保证青年网络公共参与的良性运行与发展，如顺利解决“数字鸿沟”问题、开展网络立法工作以规范网络秩序、加强网络道德伦理、教育营造健康有序的青年网络公共参与平台、创建多元化青年网络公共参与方式。对于青年而言，网络公共参与这种新型的政治利益诉求表达方式既是机遇又是挑战：在自觉维护网络公共参与秩序、为网络公共参与的发展创造良好环境的同时，又要趋利避害，使网络成为推进中国民主政治发展的力量。随着时间的推移，网络信息技术的发展和网络公共参与体制的建立完善，青年网络公共参与者将逐渐趋于理性，政府、社会和网民之间的关系通过不断调整，会逐渐进入有序性、规范性的互动关系，人们也将开始正视网络的作用并合理利用，正常发挥网络在青年公共参与进程中的有效作用。
[Abstract]:With the development of Internet information technology and the popularity of mankind is gradually entering the era of information network. The Internet is almost penetrated into all fields of social life, and is deeply changing people's lifestyles and habits. As a new political phenomenon in the Internet era, the network of public participation of citizens of our country traditional politics participation has a great influence. The main network of public participation of the youth group, showed a hitherto unknown public participation enthusiasm, and the reality of social public and government decision-making has produced important influence. The network brings convenience for the public to participate in the youth, also brought many problems to the reality of social public management, such as disrupting the normal the social order, undermine social stability, damage the interests of the state. The youth network public participation has become the focus of attention in this era.
Based on the current China Youth Network Public Participation in the specific practice, from political science, sociology, demography, information dissemination discipline perspective and the study of the youth of the main use of literature analysis of youth network public participation in research and interdisciplinary analysis.
The innovation of this paper lies in the prediction of the network of public participation in the main causes of youth network analysis and public participation in the development trend in the future. On the one hand, with the help from the theoretical analysis of influence of the Internet on the youth public participation and the causes, so as to grasp the related theory of network space in the youth group of public participation; on the other hand, can also help in practice to take practical and targeted measures, while avoiding disadvantages, promote the youth network public participation in the activities carried out smoothly.
According to the different focus of thesis is divided into six parts. The second. The sixth part analysis of the youth network of public participation in the basic course of development of the main problems that the youth network based on public participation, and make proper prediction of the future trend of development, demonstrates the youth network public participation in technical realization way, participate in the subject, in order to participate in the new trend and practical platform participation ability; on the basis of discussing how to develop targeted and feasible countermeasures, in order to ensure the benign operation and development of the public participation in the youth network, such as to successfully solve the problem of "digital divide", carry out the network legislation to regulate the order of the network, strengthen the network moral education, create a healthy and orderly platform of youth network public participation, to create a diversified youth network public participation.
For young people, the network public participation in the political interests of the new way of expression is both opportunity and challenge in the network: consciously safeguard public participation in order to create a good environment for the development of the network of public participation at the same time, but also the disadvantages, and make the network become Chinese to promote democratic political development power. With the passage of time, improve the establishment of network development the information technology and the network public participation system, youth network public participants will gradually become more rational, the government, the relationship between the social and the Internet through continuous adjustment, will gradually enter the order, norms of interaction, people will begin to address the role of the network and reasonable use, normal play an effective role in youth public network participate in the process.
