【摘要】：随着快速工业化进程的发展，，中国的食品安全面临更多前所未有的风险。现代化的食品生产方式、工业生产原料的添加以及转基因新技术运用等因素都可能带来不同程度的食品安全风险。食品安全的公共性和负外部性会引致食品安全生产的“市场失灵”现象，任何负责任的政府都应对其进行适宜的规制。中国食品安全的政府规制实践经历了酝酿期、拓展期和民生发展期三阶段，目前面临着规制主体权责不明晰、规制标准落后、规制信息不对称等突出问题，食品安全政府规制的绩效面临巨大挑战。鉴于此，中国现阶段食品安全政府规制改革需要结合国内工业化进程的发展背景担负起应该肩负的政府公共管理责任。唯有积极建立“四位一体”的多元共治的规制主体，建立健全食品安全标准体系，加快完善食品安全规制的信息披露机制，才能更有效应对工业化以及后工业化时代的食品安全风险，重建消费者的信心。
[Abstract]:With the rapid development of industrialization, food security is facing the hitherto unknown risks. China more modern food production, adding raw material for industrial production and transgenic application of new technology and other factors may bring the risk of food safety in different degrees. The food safety of the public and the negative externality would lead to food safety production of "market failure" the phenomenon that any responsible government should carry out appropriate regulation. The practice of government regulation of food safety China experienced the gestation period, development period and the people's livelihood development period of three stages, is currently faced with the regulation of the main responsibilities are not clear, the regulation standards behind the problems of regulation information asymmetry, the government food safety regulation is facing great performance the challenge. In view of this, the regulation reform of current government food safety Chinese need bear development background combined with domestic industrialization The government should shoulder the responsibility of public administration. Multiple only actively establish "four in one" governance and regulation subject, establish and improve the food safety standard system, speed up the information disclosure mechanism to improve the food safety regulation, food safety risk can be more effective in dealing with industrial and post industrial era, rebuild consumer confidence.
