【摘要】：目前,我国正在经历经济转型、社会转型和文化转型的深刻变化,同时,也正在经历快速的人口老龄化造成的从年轻社会到老年社会急剧转型。通过《国家应对老龄化战略研究》几个重要的数据,我们可以发现,中国的老年人口在2012年达到1.94亿,老年人口占我国总人口的14.3%,2013年中国老年人口超过2亿,达到2.02亿,老年人口占我国总人口的14.8%。同时我国人口信息研究中心预测:预计到2020年,老年人口绝对数将超过2.5亿,约占我国总人口的16.61%;2040年,老年人口的绝对数将超到4.09亿!人口老龄化是21世纪的基本国情,它使我们面对的风险挑战全面、深刻和持久。老龄化关系国计民生,我们应科学制定战略和政策体系,动员政府、市场、社会三个部门作为一个整体应对。本文从公共管理的角度出发,采用福利多元主义理论、社区理论和公共服务的多元化理论为理论工具路径分析,探讨了地方政府在实现养老服务责任的必要性,同时指出政府解决养老问题的方式是在整合政府、市场、社会力量以实现养老社会化,而不是以前国家和单位对养老的大包大揽。政府作为公共管理者应该积极推进养老服务社会化,将社会化的服务对象,多元化的投资主体、多元化公共产品供给主体和市场化的运行机制结合考虑,充分发挥政府的主导作用,建立一个社区作为基层行政主体、非营利组织等社会主体参与,政府各种治理工具并用的居家养老服务体系。结合成都市锦江区养老保障工作的案例,我们可以发现政策配套及力度、服务人员素质和技能、老龄人口消费服务项目的意识和能力等都是影响养老服务体系良性运转的因素。结合我国现状,同时借鉴国外养老服务事业发展经验,笔者提出政府应建立多元化养老服务体系,在此基础上发展居家养老模式。本文基于实证研究,同时采用文献研究和比较研究方法,首先描述了我国政府介入养老保障工作的现状,然后以成都市锦江区养老保障工作为案例,通过对其典型性的描述和分析为政府如何解决日益严峻的养老问题提供较科学的解决方案。
[Abstract]:At present, our country is undergoing profound changes, economic transformation, social transformation and cultural transformation at the same time, is also experiencing rapid population aging resulting from young to old age society of rapid social transformation. The aging of population is the basic conditions of twenty-first Century, it makes us face the risks and challenges a comprehensive, profound and lasting. Aging is related to people's livelihood, we should, Learning strategy and policy system, the mobilization of the government, the market, the three sector of society as a whole to deal with. In this paper, from the view of public management, using the theory of welfare pluralism theory, analysis of the community and public service diversification theory to explore the path of the local government in the implementation of the necessity of pension service responsibility, also pointed out the way to solve the pension problem is the integration of government, market, social forces to achieve social endowment, instead of the previous state and units of the government as a public pension mode. Managers should actively promote social care services, social services, diversified investment entities, considering the operation mechanism of diversification of public products the main supply and the market, give full play to the leading role of the government, to build a community as the basic unit of the administrative subject, non-profit organization etc. Social participation, home-based care services system of government governance and tools. Combined with the Chengdu Jinjiang District city endowment job case, we can find the policy support and efforts, service personnel quality and skills, the aging population consumption services consciousness and ability are the main factors that affect the healthy functioning of the old-age service system.
