【摘要】：网格化管理是创新社会治理模式探索的成功应用，近年来在全国范围内得到迅速推广。网格化管理平台在社会管理中的应用，大大提高了社会管理效率。网格化管理平台中收集的海量数据，对于研究社会运作规律，提高社会管理者对社会的感知能力以及决策能力具有重要的作用。本文主要研究了社会管理决策支持模型以及网格化管理决策支持模型。在模型研究基础上确定了网格化管理决策支持系统中查询模块、评价模块以及预测模块等主要内容。重点研究了评价模块中层次评价模型，，通过分析确定了本系统中评价指标，并利用层次分析法确定指标权重。在评价维度上，采用横向对比与纵向对比相结合的方式。在预测模块，采用时间序列预测方法进行横向预测以及纵向预测。以郑州市社会公共管理信息平台中海量事件相关数据为研究基础，将决策支持技术与网格化管理技术相融合，建设了网格化管理决策支持系统。该系统集查询、评价、预测等功能于一体，运用丰富多样的展示形式将结果反馈给使用者。分为领导驾驶舱、智能查询、智能评价、预测分析等功能模块。该系统基于郑州市社会公共管理信息平台数据进行开发，一方面对社会管理相关信息进行挖掘，为管理者提供一定的决策支持，另一方面在管理部门中形成“鲶鱼效应”机制，提高政府部门管理水平与服务能力。
[Abstract]:Grid management is a successful application of innovative social governance mode, in recent years the rapid promotion in the country. The application of grid management platform in social management, greatly improving the efficiency of social management. Data collection grid management platform, the research of social operation law, plays an important role in improving the social management perception of social and decision-making ability.
This paper mainly studies the social management decision support model and grid management decision support model. Based on model to determine the grid management decision support query module in the system, the main contents of the evaluation module and prediction module. Focus on the evaluation module of middle evaluation model, the evaluation index system was determined through analysis, and using the AHP to determine the index weight. In the evaluation dimension, the horizontal comparison and longitudinal comparison combination. In the prediction module, using time series prediction method for lateral prediction and longitudinal prediction.
The mass events in Zhengzhou city public management information platform based on relevant data, decision support technology and grid management technology integration, the construction of the grid management decision support system. The system integrates query, evaluation, forecasting and other functions in one, with rich and varied forms of display the results back to the user. Divided into the leadership of the cockpit, intelligent query, intelligent evaluation, prediction analysis module.
This system is developed by Zhengzhou city public management information platform based on the data, a related information on the social management of mining, provide some decision support for the managers, on the other hand, the formation of "catfish effect" mechanism in the management of departments, government departments to improve the management level and service ability.
