公共危机管理中政府与媒体的互动研究

【摘要】：当前公共危机事件日渐高发,波及面和破坏性日益剧增。信息的传播以及与媒体的良性互动,成为了政府公共危机管理中十分重要的内容。作为公共危机管理的主体,政府积极与媒体展开互动,可以最大限度地减轻公共危机所带来的危害。本文试图通过研究,归纳出公共危机管理中政府与媒体互动的原则和方式,提出政府与媒体构建良性互动关系的建议,为构建公共危机管理中政府与媒体的良性互动关系,提供些许理论上的建议和参考,并使之能在实践中帮助政府提升公共危机管理能力,以达到化危机为转机效果。本文试图多视角审视政府与媒体的互动关系,阐述政府和媒体积极搭建双向互动的信息交流、沟通平台的重要性,并对公共危机管理中政府与媒体的良性互动关系的构建模型进行分析研究。本文基于新公共管理理论、传播学、危机管理理论、法学等理论的分析,采取文献研究、理论分析、举例实证等方法,提出了公共危机管理中政府与媒体良性互动关系的构建原则、方式、建议,认为在公共危机管理中,只有政府与媒体积极构建互动平台,进行通力合作,才能有利于政府的危机管理和媒体的信息发布形成有效的合作沟通体系,推动社会建立起公开透明的舆论互动通道,满足公众的公共危机信息需求,真正实现维护社会稳定和保障公众权益的目的。
[Abstract]:The current public crisis increasingly high, spread and destructive increasing. The dissemination of information and interaction with the media, has become a very important content of the government in public crisis management. As the main body of public crisis management, the government actively interact with the media, to minimize the harm caused by the public crisis. This paper attempts to study, summed up the principles and ways of interaction between the government and the media in the public crisis management, the government and the media to build a benign interaction between the recommendations for the benign interaction between government and media in the public crisis management body, to provide some theoretical suggestions and reference, which can help the government to improve the capacity of public crisis management in practice, in order to turn the crisis.
