【摘要】： 在国际竞争日趋激烈的当今世界,一个国家政府执行力的水平将直接影响其国际竞争力,决定民族的兴衰存亡。世界各国都在不同程度上面临着政府执行力的缺失。无论是在理论上,还是在实践中,对政府执行力都没有完整、系统的探讨和研究。中国也不例外。可以说,加强中国政府执行力,特别是地方政府执行力势在必行,这也是本文研究的出发点。本文从政府执行力构成因素的角度进行分析,指出政府执行力是执行主体、执行资源、执行战略、执行流程和执行环境等多种要素经过运作机制的整合和相互作用而产生综合效应力。其中执行环境是外部条件,执行主体是主导因素,执行流程和执行战略是必要条件,执行资源是现实基础,执行效力是最终结果。在此基础上,通过对W省O市政府的现实执行力状况进行评估分析,总结了当前我国地方政府执行力存在的机械执行、执行主体意愿偏差、执行流程不合理等诸多问题,并揭示了问题的根源是由于行政管理体制不完善、政策制定机制不合理、执行主体素质低以及缺乏良好的执行环境等。同时,给出了我国地方政府执行力提升的若干建议和对策:全面构建地方政府执行力体系,完善行政管理体制;大力培育政府执行要件,增强政府决策的科学化:提高政府执行主体的素质;构建协调高效的政府执行机制;重塑政府公信力以及培育执行力文化等。
[Abstract]:In today's world where international competition is becoming increasingly fierce, the level of executive power of a country's government will directly affect its international competitiveness. To determine the rise and fall of the national survival or failure. Countries in the world in varying degrees are faced with the lack of executive power of the government. Whether in theory or in practice, the executive power of the government is not complete. China is no exception. It can be said that it is imperative to strengthen the executive power of Chinese government, especially local government, which is the starting point of this paper. Based on the analysis of the factors of government execution, this paper points out that government execution is the main body of execution, the implementation of resources, and the implementation of strategy. Many factors, such as execution process and execution environment, have a comprehensive effect through the integration and interaction of operation mechanism, in which the execution environment is the external condition and the executive subject is the leading factor. The implementation process and implementation strategy are the necessary conditions, the implementation resources are the realistic basis, and the implementation effectiveness is the final result. This paper summarizes the problems existing in the execution of local government in our country, such as mechanical execution, the deviation of the will of the executive body, the unreasonable execution process and so on, and reveals that the root of the problem lies in the imperfection of the administrative management system. The policy making mechanism is unreasonable, the quality of the executive body is low and the execution environment is not good. At the same time, some suggestions and countermeasures to improve the execution ability of our local government are given: constructing the local government executive power system in an all-round way. Perfecting the administrative management system; Vigorously cultivate the elements of government execution, enhance the scientific nature of government decision-making: improve the quality of the main body of government execution; Constructing a coordinated and efficient government execution mechanism; To rebuild the credibility of the government and cultivate the culture of executive power, and so on.
