天水机场管理体制重构与实现途径研究

【摘要】：自上世纪八十年代以来,我国经济社会迅速发展,对外开放不断扩大,民航业面临前所未有的发展机遇,取得了快速发展,民航对地方经济社会发展的促进作用日益得到重视。但是我国民航发展又存在明显的不均衡,其中支线机场发展滞后已成为影响我国民航持续快速可协调发展的一个重要问题。我国西北地区民族众多、地形复杂、地广人稀,对发展支线航空有较大的需求,但是由于建设滞后、基础较差、区域经济不发达等因素影响,西北支线机场业务发展较慢,部分机场甚至生存艰难,天水机场是其中的一个典型代表。相对于目前普遍从企业经营角度研究如何促进支线机场发展的研究方向,本文从天水机场的公共基础设施属性以及机场管理属于公共管理和公共服务为出发点,应用制度经济学、公共管理理论、政府管制理论的原理,以天水机场为研究对象,分析研究天水机场现行管理体制对发展的制约及其原因,提出了基于政府管制和委托代理的天水机场管理体制重构思路和实施途径,对研究支线机场发展具有一定的创新性。西北地区支线机场发展状况具有较高的同质性,本文以天水机场为对象,对研究西北地区的支线机场管理体制,探讨西北地区支线机场管理未来发展出路,推动西北支线机场发展,完善立体交通体系,促进区域经济发展都具有一定的现实意义。
[Abstract]:Since -20s, with the rapid development of our country's economy and society, the opening to the outside world continues to expand, the civil aviation industry is facing unprecedented opportunities for development, and has made rapid development. The promotion of civil aviation to the local economic and social development has been paid more and more attention, but there is obvious imbalance in the development of civil aviation in China. The lag of the development of the regional airport has become an important problem affecting the sustained, rapid and coordinated development of civil aviation in China. The northwest region of China has a large number of nationalities, complex terrain and sparse land. There is a greater demand for the development of regional airlines, but due to the lagging construction, poor foundation, regional economic underdevelopment and other factors, the northwest regional airport business development is slow, some airports even difficult to survive. Tianshui Airport is one of the typical representatives. Compared with the current research direction of how to promote the development of the regional airport from the point of view of enterprise management. This article from the Tianshui airport public infrastructure attribute and the airport management belongs to the public management and the public service as the starting point, applies the system economics, the public management theory, the government regulation theory principle. Taking Tianshui Airport as the research object, this paper analyzes the restriction of the current management system on the development of Tianshui Airport and its reasons, and puts forward the thinking and implementation way of reconstruction of Tianshui Airport Management system based on government control and agency. It is innovative to study the development of regional airport. The development of the Northwest regional airport has a high homogeneity. This paper takes Tianshui Airport as the object, studies the management system of the regional airport in the Northwest region, and probes into the way out for the future development of the regional airport management in the Northwest region. It is of practical significance to promote the development of northwest regional airport, perfect the three-dimensional traffic system and promote the development of regional economy.
