深圳市妇女非政府组织发展问题研究

【摘要】：伴随着我国改革开放的深入和市场经济体制的逐步建立,国家、市场、社会的关系也在悄然发生着变化。作为国家体系和市场体系的中间形式——非政府组织从而有了存在的空间,并获得了前所未有的发展机遇。我国社会转型带来了妇女群体的分化,在这之中,新型妇女非政府组织作为妇女群体的代言人逐渐兴起,弥补了国家对于妇女群体的公共管理与服务供给的不足,满足了妇女多元化生活方式的要求。目前,妇联组织仍是我国国内最大的妇女非政府组织,其在保护女性权益、促进女性发展方面兼有政府组织和非政府组织的作用。在公民社会的培育和政府职能转变的形势下,妇联组织面临着新型妇女非政府组织兴起带来的竞争格局的改变,受到其先进管理理念、服务理念的冲击,逐渐显出对满足不同妇女利益需求问题上的力不从心。虽然我国新型妇女非政府组织的发展尚处在起步阶段,但它们有效填补了妇联组织在市场公益性方面的缺失,逐步在社会管理、服务中体现出其特有的活力和价值。本文借用政府职能和非政府组织的相关理论,以国内外环境变化对新型妇女非政府组织的需求为切入点,论述新型妇女非政府组织的类型、现状及其作用,剖析新型妇女非政府组织在服务结构、制度装备、公信力等方面的不足,分析认为造成上述不足的主要原因在于非政府组织普遍存在的缺陷、缺乏组建组织的激励和动力、缺乏社会监督等。妇联和新型妇女非政府组织是我国服务妇女群众的两支重要力量,本文还着重探讨了两者的互动关系,并以深圳市为例,论述了妇联组织的工作优势与存在问题,建议其采取正确的策略回应新型妇女非政府组织的兴起,加强对新型妇女非政府组织的指导,建立和谐共赢的关系；通过上述分析,提出对发展深圳市妇女非政府组织的建议,对新型妇女非政府组织如何实现服务与发展同步、政府如何从引导和监督的角度促进新型妇女非政府组织的可持续发展作出一些思考。
[Abstract]:With the deepening of China's reform and opening up and the gradual establishment of the market economy system, the country, the market. Social relations are also quietly changing. As the intermediate form of national system and market system, non-governmental organizations have a space to exist. China's social transformation has brought about the differentiation of women's groups, in which a new type of women's non-governmental organizations as the spokesperson of women's groups is gradually rising. It makes up for the shortage of public administration and service supply for women's groups, and meets the demands of women's diversified way of life. At present, the Women's Federation is still the largest women's non-governmental organization in China, and it is protecting the rights and interests of women. The role of both governmental and non-governmental organizations in the promotion of women's development... in the context of the nurturing of civil society and the transformation of government functions. Women's Federation is faced with the change of competition pattern brought by the rise of new women's non-governmental organizations, which is impacted by its advanced management concept and service idea. However, the development of new women's non-governmental organizations in China is still in its infancy. But they effectively fill in the lack of public welfare in the market, and gradually reflect its unique vitality and value in social management and service. Based on the relevant theories of government functions and non-governmental organizations, this paper discusses the types, current situation and functions of new women non-governmental organizations, based on the needs of new women non-governmental organizations in the domestic and foreign environment. This paper analyzes the shortcomings of the new women's non-governmental organizations in the service structure, system equipment, credibility and so on, and points out that the main reason for the above deficiencies lies in the common defects of the non-governmental organizations. Lack of motivation and motivation to set up organizations, lack of social supervision. Women's federations and new women's non-governmental organizations are two important forces to serve the masses of women in China. This article also focuses on the interactive relationship between the two. Taking Shenzhen City as an example, this paper discusses the advantages and problems of women's federations, and suggests that it should take correct strategies to respond to the rise of new women's non-governmental organizations and strengthen the guidance to new women's non-governmental organizations. Establishing a harmonious win-win relationship; Through the above analysis, this paper puts forward some suggestions on the development of women's non-governmental organizations in Shenzhen, and how to realize the synchronization of service and development for the new type of women's non-governmental organizations. How to promote the sustainable development of new women NGOs from the angle of guidance and supervision?
