【摘要】：当前,网络已经深深地影响到了社会生活的各个层面,网络舆情所反映出的问题日益得到政府的重视,并成为政府决策的重要依据。群体性事件中公众越来越善于运用网络作为表达诉求、诉诸正义的工具和手段,并在实际中发挥了显著的效果。网络舆情不仅具有一般舆情的特点,还具有网络的种种特征,这就使得政府在进行常规性、例行性管理工作之外,还需掌握在网上与公众进行沟通与交流的方法,进而对网络舆情进行有效疏导。在群体性事件中,政府疏导网络舆情的态度、措施及效果不仅关系到公众的诉求是否得到满足,还体现了政府能否切实履行作为公共管理主体的责任问题。因此,在群体性事件中进行网络舆情疏导工作是政府无法回避的任务和要求。本文主要由以下五部分构成:第一部分是引言。在介绍本文研究的相关背景及理论和现实意义基础上,归纳了国内外在“群体性事件”和“网络舆情”两个方面的研究现状并进行了简要评述,然后概括了本文研究的主要内容和研究方法,并提出了本文的研究框架。第二部分是相关概念界定与基础理论阐述。首先界定了“群体性事件”和“网络舆情”的定义,并分别分析了两者的表现形式和时代特征。其次,在坚持马克思主义学说基本观点的同时,阐述了社会转型理论、危机传播理论与合作治理理论的观点和主张,并作为本文研究的理论基础。第三部分论证了群体性事件中政府网络舆情疏导的必要性。首先分析了当前群体性事件频发的原因,提出政府进行网络舆情疏导的重要意义;其次阐述群体性事件与网络舆情的辩证关系,提出四种相互影响的关系结构;最后分析了群体性事件中政府网络舆情疏导的作用。第四部分归纳了群体性事件中政府网络舆情疏导的现状、问题及成因,指出在技术手段使用、应急反应、管理体制和法律方面存在的诸多问题,并对其产生的原因进行了针对性的分析。第五部分提出了群体性事件中政府网络舆情疏导的对策建议。一是完善政府网络舆情疏导的机制,如风险管控机制、安全阀机制、意见领袖培养机制和议程设置机制;二是提升政府网络舆情疏导的能力,在具备强大的网络信息收集和预警能力的同时,紧紧把握网络舆情发展脉络,引导其向积极、正面的方向发展。
[Abstract]:At present, the network has deeply affected the various aspects of social life, network public opinion reflected by the problem has been increasingly attached importance to the government. And become an important basis for government decision-making. In mass incidents, the public is more and more good at using the network as a tool and means to express their demands and appeal to justice. Network public opinion not only has the characteristics of general public opinion, but also has a variety of characteristics of the network, which makes the government in the routine, routine management work. We also need to master the method of communication and communication with the public on the Internet, and then conduct effective guidance to the network public opinion. In the mass incidents, the government dredges the attitude of the network public opinion. Measures and effects not only affect whether the public demands are satisfied, but also reflect whether the government can fulfill its responsibility as the main body of public administration. It is an unavoidable task and requirement for the government to conduct the network public opinion guidance in mass incidents. This paper mainly consists of the following five parts:. The first part is the introduction. On the basis of introducing the relevant background and theoretical and practical significance of this study. This paper summarizes the research status quo of "group events" and "network public opinion" at home and abroad, and then summarizes the main contents and research methods of this paper. And put forward the research framework of this paper. The second part is the definition of related concepts and basic theory. Firstly, the definition of "group events" and "network public opinion" is defined. And analyzed the performance of the two forms and characteristics of the times. Secondly, while adhering to the basic point of view of Marxism, elaborated the theory of social transformation, crisis communication theory and cooperative governance theory views and ideas. And as the theoretical basis of this study. The third part demonstrates the necessity of the government network public opinion in the mass incidents. Firstly, it analyzes the reasons for the frequent occurrence of the group events. Put forward the important significance of the government conducting the network public opinion; Secondly, it expounds the dialectical relationship between group events and network public opinion, and puts forward four kinds of relationship structures that affect each other. Finally, this paper analyzes the role of government network public opinion in group events. Part 4th summarizes the current situation, problems and causes of government network public opinion in group incidents, and points out the use of technical means, emergency response. Many problems in management system and law. Part 5th puts forward the countermeasures and suggestions of the government network public opinion in group incidents. One is to perfect the mechanism of government network public opinion guidance, such as risk control mechanism. Safety valve mechanism, opinion leader training mechanism and agenda setting mechanism; The second is to improve the ability of the government network public opinion guidance, while having strong network information collection and early warning ability, tightly grasp the development of network public opinion, guide it to a positive and positive direction.
