濮阳人行离退休干部服务管理问题研究

【摘要】:中国自从离退休制度确立实行以来,对单位员工进出有序,新老干部正常更替,保障退出工作岗位的干部晚年生活起到了很好的作用,并在实践中逐渐趋向完整和合理。而金融离退休干部由于从事行业的不同,有其自身独特的特征和心理。伴随着离退休群体基数的逐年增大,在服务离退休人员过程当中的问题凸显,合理解决离退休中出现的问题并积极发挥离退休人员的作用,既可以推进公共部门管理有序进行又对离退休人员个人发展有重大的引导作用。 本文以濮阳人行离退休干部为研究对象,首先通过查阅文献、实地走访和问卷调查等方式,掌握了濮阳人行在离退休干部服务管理过程中的各项政策、实际状况、出现的问题以及应对对策等方面的详细资料,,同时理论联系实际,结合新公共管理相关理论对濮阳人行离退休服务管理的相关做法进行探索,通过对个案的深入研究,探索濮阳人行离退休服务管理中可以参考的补充意见。本文第一章阐述了文章研究的研究背景和意义,以及研究工具和研究方法并结合国内外研究综述阐明本文的研究方向;第二章对离退休干部服务管理的相关概念和理论进行了介绍;第三章结合濮阳人行实际介绍离退休干部服务管理概况;第四章针对濮阳人行离退休服务管理存在的问题从政治待遇、生活待遇和发挥作用方面等进行逐一分析;第五章借鉴国内外老年人服务中的经验和对策;第六章针对濮阳人行离退休服务管理存在的问题提出对策和解决办法;第七章是对本文的总结。希望本文研究的问题以及相关对策的提出,可以引起相关部门的重视,制定更加有效的管理制度,以便促进社会主义和谐稳定发展。
[Abstract]:Since the establishment and implementation of the retirement system, China has played a good role in the orderly entry and exit of unit staff, the normal replacement of new and old cadres, and the protection of the retired cadres' life in their twilight years. And in practice gradually tend to be complete and reasonable. But the financial retired cadres have their own unique characteristics and psychology because of their different trades. With the increasing of the base of retired groups year by year. In the service of retired people in the process of prominent problems, reasonable solutions to the problems in retirement and actively play the role of retirees. It can not only promote the orderly management of the public sector, but also guide the individual development of retirees. This paper takes retired cadres of Puyang people's Bank of China as the research object. First of all, through consulting literature, field visits and questionnaires, the paper grasps the policies of Puyang people's Bank of China in the process of service management of retired cadres. The actual situation, problems, countermeasures and other aspects of the detailed information, at the same time, combining theory with practice, combined with the new public management related theory to the Puyang people's Bank of retirement service management related practices to explore. Through the in-depth study of the case to explore the Puyang people's Bank of retirement service management can be referred to the supplementary opinions. The first chapter of this article describes the research background and significance of the article. As well as the research tools and research methods and combined with the domestic and foreign research review to clarify the research direction of this paper; The second chapter introduces the concept and theory of service management of retired cadres. The third chapter introduces the service management of retired cadres combined with the practice of Puyang people's Bank. Chapter 4th analyzes the problems existing in the management of retirement service of Puyang people's Bank from the aspects of political treatment, living treatment and playing a role. Chapter 5th draws lessons from the experience and countermeasures in the service of the elderly at home and abroad; Chapter 6th puts forward countermeasures and solutions to the problems existing in the management of retirement service of Puyang people's Bank; Chapter 7th is a summary of this paper. It is hoped that the problems studied in this paper and the relevant countermeasures can arouse the attention of relevant departments and formulate more effective management system in order to promote the harmonious and stable development of socialism.
