江西省南昌县流动人口计划生育管理对策研究

【摘要】：随着经济社会的发展，大量的农村人口涌入城市，寻求发展，每年春运的紧张状况从侧面反映了我国流动人口数量的庞大。人口流动已成为我国社会经济发展的一个重要方面，客观上加快了经济的发展和社会的进步。然而，流动人口群体具有零散、流动和职业不稳定等特点，不仅使传统的社会服务和公共管理面临巨大挑战，，而且给计划生育工作带来了新的难题。由于缺乏行之有效的管理和服务手段，流动人口的违法生育比重大、出生人口性别比偏高，流动人口享有计划生育服务得不到保障，流动人口的计划生育和生殖保健问题已经成为影响构建和谐社会和统筹人口发展的突出问题。本文正是在这一背景下,依据江西省南昌县的实际情况，对流动人口计划生育管理的相关政策进行了解读，介绍了南昌县“以证管人、以房管人、以业管人”的流动人口计划生育管理模式以及存在的“管理思路落后、区域协作度低、部门配合不足、考核不平衡”等问题，实例分析了南昌县流动人口计划生育管理工作面临困局的四方面原因：技术力量与工作要求不相适应；投入经费与实际达标率不相适应；管理机制与生存发展不相适应；部门协调与服务要求不相适应。在对问题探讨和原因分析基础上，提出了进一步健全流动人口综合管理机制、规范运作方式，强化管理模式、完善机制，加强计划生育管理服务等对策，为推动流动人口科学管理工作更上新台阶，为其它地区流动人口计划生育管理工作的改革与创新提供有益的借鉴，为南昌县打造赣鄱第一县奋力拼争全国五十强提供良好的人口环境。
[Abstract]:With the development of economy and society, a large number of rural population has poured into the city to seek development. The tense situation of Spring Festival transportation every year reflects the huge number of floating population in China. Population mobility has become an important aspect of the social and economic development of our country. Objectively, economic development and social progress have been accelerated. However, floating population groups are characterized by fragmentation, mobility and occupational instability, which not only make traditional social services and public management face great challenges. Due to the lack of effective management and service means, the floating population has a large proportion of illegal births, and the sex ratio of birth population is on the high side. The floating population can not enjoy the family planning services, and the family planning and reproductive health care of the floating population has become a prominent problem affecting the construction of a harmonious society and the overall development of the population. Under this background, according to the actual situation of Nanchang County, Jiangxi Province, this paper interprets the relevant policies of the family planning management of floating population, and introduces the Nanchang County "to manage the person with the card, the person with the house." The family planning management model of floating population based on industry management and the existing problems such as backward management ideas, low degree of regional cooperation, insufficient coordination of departments, unbalanced assessment and so on. The paper analyzes the four reasons why the family planning management of floating population in Nanchang county is facing difficulties: the technical force and the working requirements are not suitable; The input funds do not match with the actual rate of meeting the standard; The management mechanism is not suitable for survival and development; On the basis of discussing the problems and analyzing the reasons, the author puts forward to further perfect the comprehensive management mechanism of floating population, standardize the operation mode, strengthen the management mode and perfect the mechanism. Strengthening the family planning management services and other countermeasures to promote the scientific management of floating population to a new level, for other areas of the reform and innovation of family planning management to provide a useful reference. Nanchang County to build Ganpo first County struggling to provide a good national top 50 population environment.
