【摘要】：深圳是我国改革开放的前沿和“试验田”，其经济发展迅猛，社会建设和服务超前，然而伴随着繁荣而至的不止是经济和城市新貌，很多的城市管理问题不断涌现，考验着深圳当局者的智慧。这样一个非户籍人口占了八成之多的特区城市面临着基层社会管理难度的挑战。2005年，深圳按照“议行分设”的思路，采用“居站分设”新建社区主体组织——社区工作站，推进民主自治和参与的社会管理化进程。当前的深圳市城市管理工作并未获得社区工作站的有效参与，社区工作站在城市管理中基本归属隐形，，即便有人已经构设“城管进社区”，实际运作中，社区工作站多是扮演城市管理事务处置的旁观者或被动协助者，社区城管所也是徒有虚名，行政人员无编制、办公经费靠街道、人员车辆严重短缺等问题凸显，长期以往依赖基层政府职能部门开展城市管理，即便是协助工作也无机制可言，在内因和外因交织的情况下，社区城市管理工作一度陷入困境。本人将社区工作站在城市管理工作中的地位从“幕后”提到“台前”，通过借鉴传统社区管理模式精髓，充分利用新公共管理理论，通过系列资料数据考证对比，结合深圳市社区工作站参与城市管理的现状，建立深圳市社区工作站参与城市管理模式，将传统的强权管理形象柔化，转型向服务型管理迈进。该模式的主体即社区工作站，配于编制、执法权、经费车辆等，服务类型包括广义上的市政基础建设和城管执法两大类，将街道办、街道城市管理职能部门的职权配比及资源分配部分转移至社区工作站，明确社区工作站工作职责，街道层面做好协助和指导，通过精简机构设置和人员招录，使社区工作站成为真正意义上的独立行政部门，可采取市场外包、服务队、巡查队、服务窗口、公众参与等多样形式开展城市管理工作。通过完善的制度机制保障城市管理工作服务为民，提高效率，转型升级，彻底激发社区工作站参与的城市管理模式中全新的社区管理和城市管理理念，改变目前人浮于事，行政事务处理混乱，充分发挥社区“守土有责”的优势，全面推进社区管理体制和城市管理机制的高度融合，最终将城市管理千头万绪归于简化，进而促进整个城市面貌的提升性变化。
[Abstract]:Shenzhen is a frontier and "experimental field" of China's reform and opening up, the rapid economic development, social construction and service in advance, however, along with the prosperity and more than new economy and city, city management problems continue to emerge, the Shenzhen test of the authorities' wisdom. This kind of a non household population accounted for 80% many city faces the difficulty of grassroots social management challenges for.2005 years, Shenzhen in accordance with the proposed line is divided into "ideas," the home station is divided into "new community organizations, community workstations, promoting democracy and participation in the social management process.
Effective participation in the current Shenzhen city management work did not get the community workstation, community workstation belonging to basic contact in the city management, even if one has established "city management into the community", the actual operation of community workstation are mostly playing the city management of the transaction or passive bystander assistance, the community is chased by name, administrative without preparation, office expenses on the streets, serious shortage of personnel and vehicles, long past dependent functions of the government departments to carry out the city management, even assist the work of inorganic system can be said, in the internal and external factors intertwined, city community management was in trouble. I will work in the city management status of community workstation in the "behind the scenes" to "stage", referring to traditional community management essence, make full use of the new public management theory, through the A series of data comparison research, combining with the current situation of Shenzhen city community workstation to participate in city management, the establishment of Shenzhen city community workstation to participate in city management mode, will soften the traditional power management image, the transition to a service-oriented management forward. This model is subject to community work station, establishment, enforcement powers, funding vehicles, service type including the broad sense of municipal infrastructure and urban management and law enforcement in two categories, the street, the street city management departments in terms of resource allocation ratio and transfers to the community workstation, the community workstation work responsibilities, to assist and guide the street level, by streamlining the organization and personnel recruiting, the community became an independent administrative department of real workstation sense, take market outsourcing, service teams, inspection teams, service window, public participation in various forms to carry on the management of the city.
Through the improvement of the system of safeguard mechanism of city management service for the people, improve the efficiency of transformation and upgrading, completely excited community station in the city management mode in the new community management and city management idea, change the current administrative affairs confusion, more personnel than work available, give full play to the community "selves" advantage, high integration and comprehensively promote community management system and the city management system, city management will eventually be simplified to a multitude of things, so as to promote the change of the appearance of the whole city.
