齐齐哈尔市公务员群体结构优化研究

【摘要】：公务员是党和国家政策、法规的执行者,是践行公共管理和公共服务的主体。“十二五”期间,要实现我国经济和社会的全面、协调、可持续发展,就必须由结构优、综合素质高的公务员队伍来支撑。本文选取齐齐哈尔市公务员群体作为研究对象,将该市19687名在编在岗公务员信息进行分类汇总,定量分析了该群体的性别结构、年龄结构、学历结构、层级结构、党政结构以及职级结构,定性分析了该群体的知识结构,认为该市公务员群体存在年龄结构老化严重、学历结构偏低、知识结构单一、层级结构偏上以及职级结构失衡的问题。接着,笔者分别从宏观调控意识、公务员管理制度、配套措施和管理实践四个方面分析齐齐哈尔市公务员群体结构不合理问题产生的原因。笔者认为,原因主要有：宏观调控意识不足、公务员管理制度不完善、配套措施不健全和管理实践不当。基于以上几点原因,笔者对于优化该市公务员群体结构的对策和建议是：一是增强宏观调控意识。既要明确界定“公务员”概念的外延,又要增强统筹意识。二是完善公务员管理制度。包括健全公务员录用制度、完善公务员工资福利制度、健全公务员职位分类制度。三是健全配套措施。包括健全公务员培训体系和健全公务员交流体系。四是规范管理实践。对齐齐哈尔市公务员群体建立长远规划方案和实行统一管理。
[Abstract]:Civil servants are the executors of party and state policies and laws and the main body of public administration and public service. During the "Twelfth Five-Year Plan" period, we should realize the comprehensive, coordinated and sustainable development of our economy and society. This paper selects Qiqihar civil servant group as the research object, classifies and summarizes the information of 19687 civil servants in the city. Quantitative analysis of the group's gender structure, age structure, educational structure, hierarchical structure, party and government structure and rank structure, qualitative analysis of the knowledge structure of this group. The author thinks that the civil servants in this city have the problems of serious aging of age structure, low educational background structure, single knowledge structure, unbalance of hierarchy structure and rank structure. Then, the author respectively from the macro control consciousness. This paper analyzes the causes of unreasonable structure of civil servants in Qiqihar from four aspects: civil servant management system, supporting measures and management practice. The author believes that the main reasons are: lack of awareness of macro-control. The civil servant management system is not perfect, the supporting measures are not perfect and the management practice is improper. Based on the above several reasons. The author's countermeasures and suggestions for optimizing the structure of the city's civil servants are as follows: first, strengthen the consciousness of macro-control, and clearly define the extension of the concept of "civil servant". Second, it is necessary to improve the management system of civil servants, including the system of employing civil servants and the system of civil servants' wages and benefits. Third, perfect the supporting measures, including the training system of civil servants and the exchange system of civil servants. Fourth, standardize the management practice. Establish a long-term plan for the civil servants in Qiqihar City. Plan and implement unified management.
