【摘要】：如何通过有效的制度安排来向公民提供优质的社会服务直接影响到一个社会的福利和稳定,也是公共管理的一个核心问题。本文以美国政府的职业恢复项目为案例,介绍美国政府社会服务提供机制的基本模式和形成原因。此外,本文还介绍了近年来美国各级政府在优化社会服务提供机制中的若干新探索,包括对非营利组织作为承包商的偏好,绩效外包的兴起,非正式合同关系的使用,以及服务提供机制的动态化。
[Abstract]:How to provide quality social services to citizens through effective institutional arrangements has a direct impact on the welfare and stability of a society. It is also a core issue of public administration. This paper takes the career recovery program of the United States Government as an example to introduce the basic mode of the social service delivery mechanism of the United States Government and the reasons for its formation. This paper also introduces some new explorations made by American governments in recent years in optimizing the social service delivery mechanism, including the preference of non-profit organizations as contractors, the rise of performance outsourcing, and the use of informal contractual relationships. And the dynamics of service delivery mechanism.
