【摘要】：现代城市社会的主要矛盾是群众日益增长的公共需求与城市政府所能提供的公共产品和公共服务两者之间的存在差距的矛盾。政府如何位市民提供相对有效方便的公共产品、公共管理和公共服务成为摆在各国城市政府面前的最主要难题之一，创新城市管理的模式成为城市政府当前首要的任务。基于信息化、数字化建设的飞速发展，使城市管理模式创新成为可能，从而城市网格化管理模式应运而生。城市网格化管理作为一种城市管理创新模式和机制，是我国数字城市技术应用领域的新创举，代表了现代社会发展和城市管理进步的新方向。本文主要介绍和阐述了新型城市的管理模式，把城市整体划分成不同的区域进行网格式管理。上海浦东新区成功实践了这种新型的城市管理模式，并在网格化模式的基础上进行了改进和创新。本文以浦东新区为例，，具体研究浦东新区在城市网格化建设实践方面的主要做法、成效、以及找出运行中存在问题并给出对策，以促进城市网格化管理发挥更好的社会效用和价值，促进城市管理水平。第一章为绪言，是文章的问题提出与研究设计章。重点介绍网格化管理产生的背景及国内外现状进行概述和作简要评述；以及介绍本文的研究意义及方法。第二章为论文的基本概念和理论基础。此章节首先厘清数字化城市管理、网格、城市网格化管理等基本概念，全面阐述城市网格化管理模式的架构与应用，并介绍了城市网格化管理的特征。第三章介绍上海浦东新区城市网格化管理建设的案例概述。此章节对构建浦东新区城市管理新模式的背景进行研究，并介绍了浦东新区城市网格化管理模式建设的建设情况和主要成效。第四章主要介绍浦东新区城市网格化管理建设实践关键要素分析。主要包括介绍浦东新区城市网格化管理模式建设的工具及技术要素、特征分析两部分内容，从中得出借鉴，以期进一步完善城市的长效管理，提高城市管理能力和水平。第五章重点阐述浦东新区城市网格化管理建设存在的问题分析和给出相应对策。文章分别从管理体制层面、运行机制层面、业务操作层面、信息系统层面四个方面进行列举和剖析浦东网格化管理模式的问题，并给出应对举措。第六章介绍浦东新区城市网格化管理建设的启示。重点介绍浦东新区网格化管理实践中的启示，得出借鉴，以期进一步完善城市管理的长效管理，提高城市管理能力和水平。第七章为结论部分。
[Abstract]:The main contradiction in modern urban society is the contradiction between the increasing public demand of the masses and the gap between the public goods and public services provided by the city government. Public goods. Public administration and public service have become one of the most difficult problems in front of the city governments of all countries, and innovating the mode of urban management has become the most important task of the city government at present. Based on information technology, the rapid development of digital construction makes the innovation of urban management mode possible. Urban grid management as an innovative mode and mechanism of urban management is a new innovation in the application of digital city technology in China. It represents the new direction of the development of modern society and the progress of urban management. This paper mainly introduces and expounds the management mode of the new city, divides the city into different areas and carries out the grid management. The new urban management model has been successfully implemented in the Pudong New area of Shanghai. Based on the grid model, this paper takes Pudong New area as an example to study the main practice of urban grid construction in Pudong New area. In order to promote the urban grid management to play a better social utility and value, and promote the level of urban management. The first chapter is the introduction, which is the research and design chapter of the paper. It mainly introduces the background of grid management and the current situation at home and abroad, and introduces the significance and method of this paper. The second chapter is the basic concept and theoretical basis of the thesis. Firstly, this chapter clarifies the basic concepts of digital city management, grid and urban grid management, and comprehensively expounds the framework and application of urban grid management model. The characteristics of urban grid management are also introduced. The third chapter introduces the case of Shanghai Pudong New area urban grid management construction. This chapter studies the background of the construction of new urban management model in Pudong New area. This paper also introduces the construction of urban grid management model in Pudong New area and its main achievements. Chapter 4th mainly introduces the analysis of key elements in the practice of urban grid management construction in Pudong New area, mainly including the tools and technical elements of the construction of urban grid management mode in Pudong New area, and the characteristic analysis of two parts. Draw lessons from the reference, in order to further improve the long-term management of the city, improve the city management ability and level. Chapter 5th focuses on the analysis of the problems existing in the construction of urban grid management in Pudong New area and the corresponding countermeasures. The article respectively from the management system level, the operational mechanism level, the level of business operations. In this paper, four aspects of information system are listed and analyzed, and countermeasures are given.
