成都市停车难问题分析及对策研究

【摘要】:城市停车问题的出现反映出我国社会经济建设的不菲成就,而在持续改善人们生活水平的政府管理价值导向下相关管理者必须要面对如何改善城市停车难问题这一命题。四川是西部地区经济发展的翘楚,而位于成都平原的成都市更是四川省经济的发动机,按照成都市的统计,成都GDP从2002年的1488.8亿元增长至2011年的6950.6亿元,增幅高达4.6倍,经济总量在副省级城市中仅次于广州、深圳、杭州而位居第四。经济生活的蓬勃发展带来了人们消费水平和消费习惯的改变,也直接导致车辆饱和量的不断上升,甚至于其可被誉为中国私车“第三城”,这也带来了较为严重的停车难问题。 停车难问题的解决可以借鉴上述地区的普适性经验,而在具体的研究对象上,停车问题其成因与影响因素又可能存在着“个性化”的特征。普遍性与特殊性共同存在意味着针对特定的研究对象展开停车问题研究存在着其积极意义。面对这一问题,本文从理论阐释出发,深入分析了相关的基本理论,研究认为其基本理论主要涉及到新公共管理理论与公共产品理论,而以上述理论为基础研究者对城市停车难问题实施了研究,主要研究路径是通过现况调查,明确在城市停车上存在的主要问题,即停车位总量不足,分布不平衡、停车收费混乱、停车场被挪用、停车设施落后、停车者的个人素质低下以及其他社会问题。而在此基础上研究者对造成上述问题的原因进行了分析,提出的主要原因有城市规划迟滞,停车资源不足、公共停车管理失效等。面对具体的原因,研究者从优化管理要素、强化科学停车规划,拓宽建设投融资渠道等方面给出了相应的建言。研究者认为通过限制多头共管,强化专职机构的管理;规范落实相关协调机构的职、权、利;强化相关法律建设;完善政府的管理制度;控制汽车保有量;规划前瞻性;收费设计科学化;明确管理机构在投融资渠道建立中的角色与抓住投融资渠道建立的实施重点是可以有效地增加管理效果的,也对治理停车难问题能够发挥其积极作用。 停车难问题是一个多因单果的问题,这意味着解决停车难问题应当在政府管理的引导下,分析造成该问题的多重因素,然后再对其实施有针对性的对策实施,从而才能更为全面的解诀该问题。对此方面研究者进行了初步研究,研究内容从理论阐释出发,覆盖了对成都市的公共停车现况、问题与对策等状况的研究,尽管在研究中涉及到不少内容,但对于城市停车难问题的完全解决而言,本次研究仍显稚嫩,还要有很多的具体工作需要完成,这也将是研究者在今后进一步的研究工作中会持续关注的一个内容。
[Abstract]:The appearance of the urban parking problem reflects the remarkable achievements of our country's social and economic construction. However, under the guidance of the government management value which continuously improves people's living standard, the relevant managers must face the problem of how to improve the parking difficulty in the city. Sichuan is the leading economic development in the western region. Chengdu, located in Chengdu Plain, is the engine of Sichuan's economy. According to Chengdu's statistics, Chengdu's GDP increased from 148.88 billion yuan in 2002 to 695.06 billion yuan in 2011. The growth rate is as high as 4. 6 times, and the total economic volume is second only to Guangzhou, Shenzhen and Hangzhou in the vice-provincial cities. The vigorous development of economic life has brought about changes in people's consumption level and consumption habits. It also leads to the increase of vehicle saturation, even it can be called the "third city" of private cars in China, which also brings more serious parking difficulties. The solution of parking problem can draw lessons from the general experience of the above areas, and on the specific research object. The causes and influencing factors of parking problem may also be "individualized" The co-existence of universality and particularity means that there is a positive significance in the study of parking problems for specific research objects. This paper starts from the theoretical interpretation, in-depth analysis of the relevant basic theory, the study that its basic theory mainly involves the new public management theory and the theory of public goods. On the basis of the above theory, the researcher has carried out a study on the problem of urban parking difficulties. The main research path is to make clear the main problem in urban parking, that is, the total amount of parking space is insufficient. The distribution is uneven, parking fees are chaotic, parking lots are misappropriated and parking facilities are lagging behind. On the basis of the analysis of the causes of the above problems, the main reasons put forward are the delay in urban planning and the shortage of parking resources. Faced with the specific reasons, researchers from the optimization of management elements to strengthen the scientific parking planning. Some suggestions are given on widening the channels of construction investment and financing. The researchers think that the management of professional institutions should be strengthened by restricting the management of multi-head management. To standardize and implement the functions, powers and benefits of the relevant coordinating bodies; Strengthening the construction of relevant laws; Perfecting the government management system; Control of vehicle holdings; Forward-looking planning; Scientific design of charge; Making clear the role of the management organization in the establishment of the investment and financing channels and grasping the implementation emphasis of the establishment of the investment and financing channels can effectively increase the management effect and can also play a positive role in the management of parking difficulties. Parking problem is a multi-cause single-effect problem, which means that the parking problem should be solved under the guidance of government management, analysis of the multiple factors causing the problem, and then the implementation of targeted countermeasures. In order to solve this problem more comprehensively, the researcher has carried on the preliminary research to this aspect, the research content embarks from the theory explanation, has covered to Chengdu's public parking situation, the question and the countermeasure and so on condition research. Although there are a lot of contents involved in the study, but for the complete solution of the problem of urban parking difficulties, this study is still young, there are still a lot of specific work to be completed. This will also be a continuing concern for researchers in the future further research work.
