基于粮食安全的北京市储备粮管理优化研究

【摘要】：粮食是人类赖以生存的必要物质基础之一,具有不可替代性。粮食安全已成为国家经济发展和社会稳定的决定性基础。确保粮食安全,把饭碗牢牢端在自己手上,已成为我国治国理政必须长期坚持的方针。从公共管理角度来看,“粮食安全”作为一种非竞争、非排他的纯公共产品,其提供水平的高低直接反映出政府的执政能力和服务能力,而科学高效的政府粮食储备管理始终是国家粮食安全的前提。北京市作为中国的首都,通过建立科学的粮食储备体系,确保粮食安全,无论从经济还是政治方面都具有特殊的意义。建国以来,北京市紧紧围绕国家发展战略,不断健全首都粮食安全保障体系,制度、设施、管理等几方面都取得了长足的进步,确保了首都粮食市场繁荣稳定,基本满足了首都粮食安全需要。但随着经济社会和城市的不断发展,现有的储备粮管理模式渐渐显露出弊端,其对土地、资金、时间的大量低效占用都严重制约国有资产使用效率。同时,北京市有限的资源同人民不断提升的粮食安全需求之间的矛盾也日益突出。本文从作者工作实际出发,以切实提升首都粮食安全为根本目标,运用公共管理学中公共产品理论、政府失灵、公共选择及服务型政府等相关理论知识,辅以大量真实的一线数据,指出北京市储备粮管理在储备粮规模、品种、形态、布局、模式五大方面中各自存在的问题并加以分析。以美国、欧盟、日本储备粮管理为参考,以湖北、福建、云南省相关优化经验为参考,结合北京市粮食行业发展实际,提出“公私结合、动静结合、储运结合、产销结合”的北京市储备粮管理优化原则,并逐一设计出优化方案。按照新公共管理中“3E”原则,设计方案绩效评价表,对优化方案效果进行检验,得出优化方案必要、可行、高效的结论,为政府储备粮管理决策提出新思路。
[Abstract]:Food is one of the necessary material basis for human survival, which can not be replaced. The decisive foundation of food safety has become the national economic development and social stability. To ensure food safety, to end the bowl firmly in their own hands, has become China's governing policy must adhere to for a long time. From the perspective of public management. "The food security" as a non competitive and non exclusive pure public goods, its level directly reflects the government's ruling ability and service ability, and the government grain reserve management scientific and efficient always is the premise of national food security. The city of Beijing as the capital of China, through the establishment of a scientific system of grain reserves, to ensure that food security is of special significance in terms of economic or political aspects. Since the founding of new China, Beijing City, closely around the national development strategy, and constantly improve the food safety guarantee capital System, system, facilities, management etc. several aspects have made considerable progress, to ensure stable grain market prosperity of the capital, to meet the basic needs of food security capital. But with the continuous economic and social development of the city, the existing grain reserves management mode gradually exposed drawbacks. On the land, capital, a large number of inefficient time take seriously restrict the efficiency of state-owned assets. At the same time, the contradiction between the limited resources of Beijing city with the increasing demand of food security has become increasingly prominent. In this paper the author practical work, in order to effectively improve the capital of food security as a fundamental goal, the use of public management of public goods theory, government failure, public choice and service type government and other relevant theoretical knowledge, supplemented by a large number of first-line real data, pointed out that the Beijing Grain Reserve Management in grain reserve scale, variety, shape, layout, model in five aspects Their problems are analyzed. In the United States, European Union, Japan's Grain Reserve Management for reference, in Hubei, Fujian, Yunnan Province, the relevant optimization experience for reference, combined with the Beijing city food industry development, put forward the "combination of public and private, combining with the principle of grain storage and management optimization of Beijing City reserves combined sales". And one by one design optimization scheme. According to the new public management in the "3E" principle, the design of performance evaluation form, to test the optimization effect, the optimized scheme is necessary, feasible, effective, prepare food management decision and puts forward a new idea for the government storage.
