基于重金属污染治理的环境保护管理措施优化

【摘要】：随着经济社会的发展,环境污染问题越来越受到社会各界的重视,国内外研究界纷纷从环境保护管理的对象、措施等方面进行研究,以期能够对愈演愈烈的环境污染问题提供一定的理论支撑。在环境污染的各种类型中,重金属污染由于其富集性、难降解性等特征,成为环境保护管理中的一大难题。因此,通过对重金属污染治理情况进行剖析,能够很大程度地反映环境保护中存在的问题。本文将从重金属污染治理出发,通过探究重金属污染治理的有效手段,对相应的环境保护管理措施优化提出一定的意见和建议。主要是以重金属污染治理为对象,行文按照“提出问题——阐述问题——借鉴经验——提出举措——案例论证”的思路展开,主要内容为：发现问题,主要在对我国重金属污染治理现状进行了解的基础上,从环境保护管理制度的角度,查找出我国在重金属污染治理中存在的种种问题；借鉴经验,主要是美国、日本、英国这三个富有重金属污染治理经验又各有特色的国家,借鉴这些国家各自的好经验、好做法,并结合我国具体实际,得到我国重金属污染治理的启发；提出举措,主要是针对存在的问题,结合美、日、英等国的经验借鉴,提出我国重金属污染治理的构想和举措；案例论证,主要是通过介绍甘肃省重金属污染治理的举措和取得的成效,论证本文提出的举措的针对性和成效性。本文的研究主要是在公共管理理论分析的框架下,通过实例论证和理论研究相结合的方式开展研究,以重金属污染的实例论证,来推动环境保护管理措施优化的理论进展,以环境保护相关理论的分析,来推动重金属污染治理对策的提出,从而通过理论的支撑、实例的支持,为本文结论的提出提供保障。深入、系统的资料、实地调研的例证、数据支撑观点是本文的主要特色。
[Abstract]:With the development of economy and society, more and more attention has been paid to the problem of environmental pollution. Among the various types of environmental pollution, heavy metal pollution has become a major problem in environmental protection management because of its characteristics of enrichment and difficult to degrade. Through the analysis of heavy metal pollution treatment, the problems existing in environmental protection can be reflected to a great extent. Starting from the treatment of heavy metal pollution, this paper will put forward some opinions and suggestions on the optimization of the corresponding environmental protection and management measures by exploring the effective means of heavy metal pollution control, mainly taking heavy metal pollution control as the object. The article is carried out according to the idea of "raising questions-expounding problems-drawing lessons from experience-putting forward measures-case argumentation". The main contents are: finding problems, mainly on the basis of understanding the current situation of heavy metal pollution control in China. From the point of view of environmental protection and management system, this paper finds out the problems existing in heavy metal pollution control in our country, and draws lessons from experience, mainly in the United States, Japan and Britain, which have their own characteristics in the treatment of heavy metal pollution. To draw lessons from the good experiences and practices of these countries, and to combine the specific reality of our country, to get inspiration from the treatment of heavy metal pollution in our country; to put forward measures, mainly aimed at the existing problems, and to draw lessons from the experiences of the United States, Japan, Britain, and other countries. This paper puts forward the conception and measures of heavy metal pollution control in our country, and demonstrates the pertinence and effectiveness of the measures proposed in this paper by introducing the measures and achievements of heavy metal pollution control in Gansu Province. Under the framework of public management theory analysis, the research in this paper is carried out through the combination of case study and theoretical research, and the case study of heavy metal pollution is used to promote the theoretical progress of environmental protection and management measures optimization. Based on the analysis of the relevant theories of environmental protection, the countermeasures of heavy metal pollution control are put forward, and through the support of the theory and the support of examples, this paper provides a guarantee for the conclusion of this paper. Data support is the main feature of this paper.
