株洲市事业单位人事制度改革研究

【摘要】:株洲市事业单位点多面广,聚集了大批人才,对促进株洲经济社会发展、落实科教兴市战略有着重大的影响。人事制度改革历经20余年,成绩斐然,,但任务仍十分艰巨。分析和研究株洲市事业单位人事制度改革存在的问题,提出深化改革的路径和策略,对于提高株洲市事业单位工作人员的积极性,充分挖掘和发挥株洲市事业单位工作人员的潜能和才能,提高株洲市事业单位履行公共管理职能和公共服务职能的能力和效率,都将会起到积极的促进作用。 本文在借鉴国内外相关研究成果的基础上,通过细致的文献梳理,根据株洲市事业单位的实际,运用组织变革理论和激励理论,通过文献法、比较法以及定性分析与定量分析相结合的方法,对如何进一步深化株洲市事业单位人事制度改革进行了系统的研究,以期为株洲市深化事业单位人事制度提供借鉴和参考。 本文主要包括六个部分。第一部分主要介绍选题的背景和意义、国内相关研究综述和本文的主要内容。第二部分探讨事业单位人事制度改革的相关理论,主要包括传统事业单位人事制度的特点及弊端、事业单位人事制度改革的理论基础,包括组织变革理论和激励理论。第三部分主要介绍了加拿大公共服务组织人事制度改革的主要做法和经验,探讨了我国沿海城市深圳市事业单位人事制度改革的主要内容与经验,以期为株洲市深化事业单位人事制度改革提供借鉴和参考。第四部分主要是梳理株洲市事业单位人事制度改革的发展历程,着重阐述株洲市事业单位人事制度改革主要做法、取得的初步成就、存在的主要问题及其原因,以期找出其线索、规律和趋势。第五部分在前四部分的基础上,针对株洲市事业单位人事制度改革中存在的问题,介绍了十八大以后事业单位人事制度改革的新趋势,提出相应的路径和策略。
[Abstract]:Zhuzhou city has a wide range of institutions, gathered a large number of talents, to promote the economic and social development of Zhuzhou, the implementation of the strategy of revitalizing the city through science and education. However, the task is still very arduous. To analyze and study the problems existing in the reform of personnel system in Zhuzhou City, and to put forward the path and strategy of deepening the reform, will improve the enthusiasm of the staff of Zhuzhou City. It will play a positive role in excavating and exerting the potential and talent of the staff of Zhuzhou City and improving the ability and efficiency of public administration and public service in Zhuzhou. On the basis of drawing lessons from relevant research results at home and abroad, through detailed literature combing, according to the actual situation of institutions in Zhuzhou City, using the theory of organizational change and incentive theory, through the literature method, This paper makes a systematic study on how to further deepen the reform of the personnel system of the public institutions in Zhuzhou City in order to provide reference and reference for deepening the personnel system of the institutions in Zhuzhou City by combining the qualitative analysis and quantitative analysis. This paper mainly includes six parts. The first part mainly introduces the background and significance of the topic, the domestic related research review and the main content of this paper. The second part discusses the relevant theories of personnel system reform in institutions. It mainly includes the characteristics and disadvantages of the traditional personnel system of public institutions, the theoretical basis of the reform of personnel system of public institutions, The third part mainly introduces the main practice and experience of Canadian public service organization personnel system reform. This paper discusses the main contents and experiences of the reform of the personnel system of the public institutions in Shenzhen, a coastal city of China. In order to provide reference and reference for Zhuzhou City to deepen the reform of personnel system of institutions, part 4th is mainly to comb the development course of personnel system reform of public institutions in Zhuzhou City, and to expound the main methods of personnel system reform of institutions in Zhuzhou City. The preliminary achievements, the main problems and their causes, in order to find out the clues, rules and trends. Part 5th, based on the first four parts, aims at the problems existing in the reform of personnel system in Zhuzhou City. This paper introduces the new trend of personnel system reform in institutions after 18, and puts forward the corresponding paths and strategies.
