【摘要】：21世纪是海洋的世纪。随着陆地资源短缺、人口压力、环境恶化和海权争端等问题的不断升级，世界各海洋国家加快了对海洋的开发利用与保护。我国也逐步认识到海洋对于国家强盛和民族兴衰的重要性，党的十八大报告中明确提出：“提高海洋资源开发能力，发展海洋经济，保护海洋生态环境，，坚决维护国家海洋权益，建设海洋强国。”在走向深蓝的进程中，除了政府、企业、公众的引导和参与外，海洋社会组织的参与和作用也相当重要。当前，海洋社会组织作为一支重要的力量正逐步兴起，扮演着海洋决策影响者、海洋知识教育者、海洋利益维护者等诸多角色。海洋社会组织在协调人与海洋、人与社会以及国家与国家的关系方面发挥着不可替代的功能，具体体现在海洋经济发展、海洋权益维护、海洋环境保护、海洋公共管理等方面。虽然海洋社会组织在海洋强国建设中的地位愈来愈重要，但是，我国海洋社会组织并没有得到政府乃至全社会足够的关注和重视。此外，我国海洋社会组织还存在着诸多问题，如自身定位不清、独立性不够、管理不规范、影响力小等，制约了其功能的充分发挥。基于此，有必要进一步加强对海洋社会组织的深入研究，以期探寻其发展的基本规律，创造有利于其成长壮大的外部环境，从而保障其功能得到有效发挥，进而为我国海洋强国的建设提供可持续的助推力。文章围绕海洋社会组织展开了一系列基础性研究。首先阐释了海洋社会组织的相关概念及基本理论，在对社会组织与海洋组织的概念进行分析的基础上，进一步引出对海洋社会组织的概念界定；依据不同标准对海洋社会组织作了具体分类，并明确了其功能及意义。其次，在梳理我国海洋社会组织发展历程和现状的基础上，总结我国海洋社会组织当前存在的问题，并分析归纳了我国海洋社会组织存在问题的原因，进而提出促进我国海洋社会组织培育的必要性和紧迫性。最后，文章在借鉴国外海洋社会组织培育经验的基础上，结合我国海洋社会组织的特点，从营造海洋社会组织培育环境、加强政府引导以及增强海洋社会组织自身建设等方面，提出促进我国海洋社会组织培育的对策建议。

At present, marine social organizations, as an important force, are gradually rising, playing the role of ocean decision makers, marine knowledge educators, Marine social organizations play an irreplaceable role in coordinating the relationship between the ocean, people and society, as well as between the state and the state, which are embodied in the development of the marine economy, the protection of marine rights and interests, Marine environmental protection, marine public management and so on. Although the status of marine social organizations is becoming more and more important in the construction of a powerful marine country, the marine social organizations in our country have not received enough attention and attention from the government and even the whole society. There are still many problems in China's marine social organizations, such as unclear positioning, lack of independence, non-standard management, small influence and so on, which restrict the full play of its functions. It is necessary to further strengthen the in-depth study of marine social organizations with a view to exploring the basic laws of their development and creating an external environment conducive to their growth and growth, thereby guaranteeing the effective exercise of their functions, Furthermore, it can provide a sustainable boost for the construction of our country's marine power. This paper has carried out a series of basic research around the marine social organization. Firstly, the related concepts and basic theories of the marine social organization have been explained, and on the basis of the analysis of the concept of the social organization and the marine organization, Further, the concept of marine social organization is defined, the specific classification of marine social organization is made according to different standards, and its function and significance are clarified. Secondly, on the basis of combing the development course and present situation of marine social organization in China, This paper summarizes the existing problems of marine social organizations in China, and analyzes the reasons for them, and then puts forward the necessity and urgency of promoting the cultivation of marine social organizations in China. Based on the experience of overseas marine social organizations and the characteristics of marine social organizations in our country, this paper aims at building the environment for the cultivation of marine social organizations, strengthening the guidance of the government and strengthening the construction of the marine social organizations themselves. The countermeasures and suggestions to promote the cultivation of marine social organizations in China are put forward.
