自主择业军队转业干部管理服务工作研究

【摘要】:从2001年国家颁布施行自主择业安置政策以来,全国已有10余万名军队转业干部选择了自主择业的安置方式,管理服务工作任务日益繁重,各级管理服务部门在制度和机构建设等方面进行了大胆的探索,取得了一定的成绩,但自主择业军转干部的管理服务工作仍然存在一些问题。笔者在自主择业军转干部管理服务工作岗位工作多年,结合公共管理理论,对出现的问题进行深入剖析,对如何解决问题进行细致研究,并提出自己的对策。 本文通过回顾军队转业干部安置的历史,对当前自主择业军队转业干部管理服务工作中的安置政策不完善、管理服务部门功能薄弱、现代信息技术手段缺乏以及军转干部自主择业期望值与社会实际供给相差较大等问题进行分析,总结了制度建设与社会经济发展不相适应、政策运行过程中缺少有效的政策评估、管理服务部门的服务职能没有发挥以及自主择业军转干部在待安置期内缺乏援助等产生问题的原因。综合运用公共政策、服务型政府、电子政务等公共理论,并借鉴国内外军官退役安置的有关情况及研究成果,提出了改进自主择业安置政策、构建服务型的管理服务部门、加强电子政务的建设和运用、制定有效的待安置期过渡计划以及政府购买服务及社会组织的介入等几点对策,以期望提高自主择业军转干部管理服务工作的水平。
[Abstract]:Since 2001, when the state promulgated and implemented the policy of self-employment placement, more than 100,000 military demobilized cadres have chosen the method of self-employment placement, and the task of management and service has become increasingly heavy. Management services at all levels have made bold explorations in the areas of institutional and institutional construction, and have made certain achievements. However, there are still some problems in the management and service work of the self-employed military transition cadres. The author has been working in the self-employed military transition cadres' management service for many years, combined with the theory of public management, to deeply analyze the problems that have arisen. How to solve the problem to carry on the careful research, and puts forward own countermeasure. By reviewing the history of the resettlement of demobilized military cadres, this paper makes a review of the imperfections of the resettlement policies and the weak functions of the management service departments in the management and service work of the self-employed demobilized cadres in the army. This paper analyzes the lack of modern information technology means and the difference between the expectation value of military cadres' independent choice of employment and the actual supply of society, and concludes that the system construction is not suitable for the social and economic development. The reasons for the problems in the process of policy operation, such as the lack of effective policy evaluation, the failure of the service function of the management service department and the lack of assistance to the self-employed military transition cadres during the period of placement, are caused by the comprehensive use of public policies and the service-oriented government. Based on the public theories such as e-government, and referring to the relevant situations and research results of retired resettlement of military officers at home and abroad, this paper puts forward the improvement of self-employment placement policy, the construction of service-oriented management and service departments, and the strengthening of the construction and application of e-government. In order to improve the management service level of self-employed military transition cadres the effective transitional plan for the resettlement period as well as the government purchase of services and the intervention of social organizations should be formulated in order to improve the management level of the cadres.
