我国绿色交通发展中的政府职能研究

【摘要】：随着经济和科技的发展，海陆空交通都得到了广泛地开发。航空线路增多，飞机票价格走低，空运成为众人热捧选择，然而飞机尾气对于大气高层破坏严重，飞机场噪音影响面广。海运货物运输，特别是石油运输，造成海水污染，破坏海洋生态系统。道路交通在满足人们异地出行的现有通行能力与不断增长的交通需求之间的矛盾日益尖锐，城乡生态环境日趋恶化。建立多元化的绿色交通系统是实现社会与自然的协调发展、人类与环境共生的重要内容，因此，绿色交通成为实现健康的、可持续发展交通系统的必然选择，而政府作为公共利益的代表,自然在具有公共性的绿色交通建设中处于主导地位。通过运用文献研究法、比较研究法、实证研究法进行研究，在完善政府绿色交通管理职能中发现，政府具有公共管理职能缺位，绿色交通管理部门体制缺失，政府官员绩效考评绿色标准不健全等问题。分析政府职能缺位的原因包括法律上的不健全，财政投入不够，缺失统一的绿色交通管理部门，官员环保意识薄弱，市场机制和公众参与不够。在绿色交通发展中，政府明确定位自身角色，从观念、法律政策、财政、执行规划、技术保障、绩效考评、公众引导等多个方面努力，全面贯彻有效的政府绿色交通政策，全方位发挥政府绿色交通管理职能，基于环境与生态的可持续发展理念的绿色交通可以减少道路交通需求，降低噪声和污染气体对环境的污染，促进资源的合理利用,实现城市与交通系统的均衡持续发展。本研究选题上独特新颖，学术界从政府职能的角度研究绿色交通发展的较少，相关的研究成果不足，本论题的选择弥补了政府职能理论方面完善路径的缺憾，具有一定的时代研究价值。从研究思路上来看，在生态学、交通社会学和公共服务理论的理论基础上，针对我国绿色交通发展中的主要问题和政府绿色交通管理职能上的问题，探索了五点解决路径，提出以政府主导，建立统一的绿色交通管理职能部门，引入市场机制，，划分职责，培养公共组织，以绿色标准建立绿色交通体系，具有创新意义。
[Abstract]:With the development of economy and science and technology, air, sea and air traffic have been extensively developed. The number of air routes has increased, the price of air tickets has dropped, and air transportation has become a popular choice. However, the aircraft exhaust has caused serious damage to the upper atmosphere. Airport noise is widespread. Sea freight transportation, especially oil transportation, causes sea water pollution. Damage to marine ecosystems. The conflict between the existing capacity of road traffic to meet people's travel capacity and the growing demand for transport is becoming increasingly acute. The ecological environment of urban and rural areas is getting worse day by day. The establishment of a diversified green transportation system is an important content to realize the harmonious development of society and nature and the symbiosis between human beings and the environment. The sustainable development of transportation system is the inevitable choice, and the government, as the representative of public interest, naturally plays a leading role in the construction of public green transportation. Through the use of literature research method, comparative research method, empirical research method to study, in the improvement of government green traffic management function found that the government has a lack of public management function, the lack of green traffic management system. Analysis of the reasons for the absence of government functions, including imperfect laws, inadequate financial investment, lack of unified green traffic management departments, lack of awareness of environmental protection among officials, Market mechanisms and public participation are inadequate. In the development of green transportation, the government clearly defines its own role, from the concept, the law policy, the finance, the execution plan, the technical guarantee, the performance appraisal, the public guidance and so on many aspects diligently, comprehensively carries out the effective government green transportation policy, The green traffic management function of the government can be brought into full play. The green traffic based on the concept of sustainable development of environment and ecology can reduce the demand of road traffic, reduce the pollution of noise and pollution gas to the environment, and promote the rational utilization of resources. To achieve a balanced and sustainable development of the city and the transportation system. This research topic is unique and novel, the academic circles from the government function angle research green transportation development less, the related research achievement is insufficient, this topic choice has made up the government function theory aspect consummation path flaw, Based on the theories of ecology, traffic sociology and public service, this paper aims at the main problems in the development of green transportation in China and the problems in the function of government green traffic management. This paper probes into the five-point solution path, and puts forward the idea of establishing a unified green traffic management department, introducing market mechanism, dividing responsibility, cultivating public organizations and establishing green transportation system according to green standard.
