企业社会责任危机的公共管理研究

【摘要】：我国正处在多种转型并行的关键时期，改革发展的同时也面临着各类公共危机日益突出的威胁，近年来由于企业履行社会责任缺失所造成的企业社会责任危机事件频繁发生于衣、食、住、行等社会生产生活的各个方面，严重影响到我国的经济发展和社会稳定，成为政府迫切需要面对的巨大挑战，，有效防范和应对各种企业社会责任危机考验着政府的公共危机管理能力，而完善企业社会责任危机的公共管理政策法规、加强其体制建设和机制构建正是应对企业社会责任危机的坚实基础和根本保证。本文在介绍相关基本概念以及国内外研究现状的基础上，对企业社会责任危机的现状和发展进行了调查研究和概括阐述，之后结合问卷调查从企业社会责任危机的公共管理法制、体制、机制三个层面对企业社会责任危机的公共管理现存问题及其原因进行了分析，并以渤海湾溢油事件作为典型案例探讨了该企业社会责任危机的公共管理中所具体存在的不足之处，最后针对企业社会责任危机的公共管理法制、体制、机制所存在的问题，提出了进一步完善我国企业社会责任危机的公共管理的对策建议。
[Abstract]:Our country is in the critical period of many kinds of transformation and parallel, the reform and development also faces each kind of public crisis day by day prominent threat. In recent years, the crisis of corporate social responsibility caused by the lack of corporate social responsibility has occurred frequently in all aspects of social production and life, such as clothing, food, shelter and transportation, which has seriously affected the economic development and social stability of our country. It is an urgent challenge for the government to effectively prevent and deal with all kinds of corporate social responsibility crisis, which tests the government's ability of public crisis management, and consummates the public management policies and regulations of corporate social responsibility crisis. Strengthening its system building and mechanism building is the solid foundation and fundamental guarantee to deal with the crisis of corporate social responsibility. The present situation and development of corporate social responsibility crisis are investigated and summarized, and then the public management system and system of corporate social responsibility crisis are analyzed by questionnaire survey. The existing problems and their causes of corporate social responsibility crisis are analyzed from three aspects of mechanism. Taking the oil spill in Bohai Bay as a typical case, the paper discusses the shortcomings in the public management of the corporate social responsibility crisis, and finally discusses the problems existing in the public management law, system and mechanism of the corporate social responsibility crisis. Some suggestions are put forward to improve the public management of corporate social responsibility crisis in China.
