公共管理学科发展需要结构化辩论

【摘要】：公共管理学的"身份危机"近些年几乎成为学界的共识性话语,但相关成果引出的问题似乎比给出的答案还要多。基于《面向治国理政的知识生产:中国公共管理学的本土叙事及其未来》一文的观点,围绕如何认识公共管理学的身份危机以及摆脱危机的出路这一主题,本文梳理并挖掘了涉及到的一系列需要深入探究的问题,得出了中国公共管理学科发展需要大力推动"结构化辩论"的结论。其核心是问题的结构化,即把学科发展涉及的大问题分解为相互关联的小问题和子问题,聚焦特定小问题甚至子问题,组织学者展开持续性的、真正意义上的争辩和思想撞击。
[Abstract]:In recent years, the identity crisis of public management has become a consensus discourse in academic circles. But the results seem to raise more questions than answers. Based on the article "knowledge production for governing: a Native narrative of China's Public Management and its Future", Focusing on the theme of how to understand the identity crisis of public management and how to get rid of the crisis, this paper combs and excavates a series of problems that need to be deeply explored. This paper draws the conclusion that the development of the discipline of public management in China needs to push forward the "structured debate". Its core is the structuralization of the problem, that is, the major problems involved in the development of the subject are divided into interrelated small problems and sub-problems. Focusing on specific small problems or even sub-problems, organisers engage in persistent, real debate and ideological impact.
